Wargame Center Virtual Planning Workspace Hardware performance work statement(04/21/2015) NOTICE OF INTENT TO AWARD SOLE SOURCE Wargame Center Virtual Planning Workspace Hardware HQ United States Special Operations Command (USSOCOM) is issuing a notice of intent to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) part 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirement. USSOCOM intends to issue a sole source task order to VRCO Inc doing business as Mechdyne., 192 Ballard Ct. STE 300, Virginia Beach, VA 23462-6538. This action will result in a firm fixed purchase order. This notice of intent is not a request for proposal or quotation. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability with regard to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet all of the requirements below. Any response to this notice must show clear and convincing evidence that additional competition would be advantageous to the Government in future procurements. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The period of performance for this requirement is one year. The North American Industry Classification System (NAICS) code for this requirement is 541519 Other Computer Related Services. DESCRIPTION OF REQUIREMENT The overall objective of this effort is to provide the Wargame Center and their staffs with technical hardware support for the Virtual Planning Workspace (VPW) Image Generator and associated projectors and hardware. Commonly used replacement parts will also be provided under this effort.The contractor will provide both routine, preventive maintenance as well as emergency maintenance visits to ensure the projector system maintains operational capability. This is a notice of intent to award a sole source purchase order. Mechdyne possesses unique qualifications based on the integration and installation conducted of the 3D visualization system. The system is highly unique as it is configured in a way that has never been done before. Mechdyne has the experience and expertise in maintaining the projector system and understands the intricacies required to ensure optimal performance for senior leaders. Furthermore, Mechdyne is one of the few Barco certified companies that are able to perform manufacturer approved service and warranty support. These highly specialized services are not expected to be available from other contractors without significant training of the current system as well as becoming a certified Barco contractor. Given the venue where the system is installed and level of Joint Senior events held, it is unrealistic to have training downtime for any significant amount of time. SUBMISSION REQUIREMENTS: As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of expressions of interest, proposals, or quotations received in response to this notice; however, any firm possessing capabilities to provide this requirement may give written notification to Contracting Officer, Richard Byrd, at richard.byrd@socom.mil. All responses must be received no later than 11:00 a.m. Eastern Time, Monday, April 27, 2015, to be considered. Again, determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. he overall objective of this effort is to provide the Wargame Center and their staffs with technical hardware support for the Virtual Planning Workstation (VPW) Image Generator and associated projectors and hardware. Commonly used replacement parts will also be provided under this effort. The Contractor shall support preparation of wargame center events for hardware operation and trouble shooting for the VPW Image Generator and associated projectors and hardware. The level of technical complexity varies from medium risk to high risk. The VPW system is new to USSOCOM and requires highly skilled, technically competent individuals able to perform proficiently on the VPW hardware. The VPW system will be utilized for very high level General Officer / Flag Officer events and requires issues to be corrected proficiently and as quickly as technically possible. The Contractor shall perform preventive maintenance on a scheduled basis for projector hardware. The contractor will be responsible for identifying the preventive maintenance required as well as performing the maintenance. Preventive maintenance must not interfere with scheduled Wargame Center events and is required to be coordinated with Wargame Center staff. Contractor may be required to perform maintenance during non-traditional hours (1700-0700) and potentially on weekends in order not to impede scheduled events that occur during 0700-1700 hours Monday through Friday. It is anticipated that preventive maintenance will occur quarterly but it is the responsibility of the contractor to determine such schedule and coordinate access as necessary. The Contractor shall perform onsite emergency maintenance to correct equipment failure or malfunction. Due to the nature of the high profile events in the SOCOM Wargame Center, the contractor must be able to respond onsite to emergency equipment failures or malfunctions with 48 hours. Contractor may be required to perform maintenance during non-traditional hours (1700-0700) and potentially on weekends in order to not impede scheduled events that occur during 0700-1700 hours Monday through Friday. Training & Factory System Performance Validation. Contractor will provide one 2.5 day, on-site, training course (Galaxy 4k) and one 1.5 day, on-site, training course (MCM-400) for WGC personnel. For the on-site training, Barco instructors will travel to the WGC and train on the actual WGC system. This provides the ideal situation to reinforce the information that was provided in the classroom setting as well as allowing other WGC personnel (schedules permitting) to "audit" the on-site material. The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
