Description
The U.S. Army Contracting Command - Aberdeen Proving Ground, Belvoir, on behalf of Product Manager, Ground Sensors, intends to release Request for Proposal (RFP) No. W909MY-15-R-C003 on or about 6 May 2015 for Engineering Manufacturing and Development (EMD) of Third Generation (Improved Forward Looking Infrared)(3rd GEN (IFLIR)) B-Kit. The B-Kit is a staring infrared receiver that collects radiation in the Mid-Wave (MW) and Long-Wave (LW) spectral region across four different two-dimensional fields of view using a new generation infrared (IR) focal plane array (FPA). The B-Kit is composed of several components, each having pre-defined interfaces and physical connections that require only an external power source, mounting fixtures, card cage with interconnect, control interfaces and cabling required for operations. The 3rd GEN (I-FLIR) B-Kit will be integrated into the multiple platforms, to include Abrams M1A2 System Enhancement Program Version 3 (SEP V3), Bradley A4 variants sights, and the Long Range Advanced Scout Surveillance System (LRAS3), with the purpose of improving the Army's existing Forward Looking Infrared (FLIR) sensor technology and to provide enhanced capabilities for reconnaissance, surveillance and target acquisition. The objective of this effort is to design, develop, fabricate and qualify a producible 3rd GEN (IFLIR) B-Kit. The Contractor will perform all tasks required to fulfill the objective of this effort to include all associated design, fabrication, integration, testing, logistics, safety, and program management for the delivery of the B-Kits in accordance the requirements of the Statement of Work and Performance Specification. The solicitation will be issued on a full and open competitive basis. The anticipated proposal due date is estimated at 45 days after release of the solicitation. The Government anticipates awarding one Cost Plus Incentive Fee (CPIF) contract with a 48 month base period and one 24 month option period. This notice is NOT A REQUEST FOR PROPOSALS. The official release of the Request for Proposal will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the following address: https://acquisition.army.mil/asfi/default.cfm. The on-line version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is additionally the potential offeror's responsibility to monitor the Army Single Face to Industry website on a regular basis to obtain the solicitation documents and to obtain any updates to the solicitation.
