- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with EVSA Inc, 116 Tazewell Avenue; Cape Charles, VA 23310, for the procurement of IBM Websphere Real Time software licenses for the JAVA Runtime Environment and development kit within the P-8A Mission Computer Workstations mission video for the P-8A test aircraft and PAXSIL government lab. The following software licenses are required to support the P-8A Mission Computer Workstations on the P-8A aircraft: D59J8LL 100 PVU Websphere Real Time Software Licenses Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to ESVA as this company is considered the only responsible source capable to provide the required software licenses. IBM is the designer and developer of the software currently installed and tested on the P-8, and ESVA is considered the only authorized distributor of the software and licneses for the US Navy. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference "P-8 Software Licenses - LAKPP20150268" in the subject line.
