This Sources Sought Synopsis is published for market research purposes. This market research will be used to help determine if this may be a competitive acquisition, or if a set-aside for any small business program is appropriate (Small Business, 8(a), HUBZone, Service-Disabled Veteran Owned (SDVO), small businesses). Please review this announcement, including all attachments, in their entirety. Request interested parties complete and return a Capabilities Statement that describes the comparable product and the ability to meet the "Requirements" described below to identify firms who possess the capability to provide High Resolution Raman Microscope System. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. The Operational Contracting Branch, Technology Support Acquisition Section (AFLCMC/PZIOAA) is seeking potential sources, including small business sources. In addition to the information requested in the paragraph below entitled "Capabilities package" responding parties must also indicate their size status in relation to the applicable North American Industry Classification System (NAICS) code assigned to this effort, 333314 - Optical Instrument and Lens Manufacturing with a Size Standard of 500 employees. Include in your response all socio-economic categories for which you qualify (Small Business (SB), Small Disadvantaged Business (SDB), 8(a), Veteran-Owned (VO), SDVO, Women-Owned (WO), Economically-Disadvantaged Women-Owned (EDWO) and HUBZone small businesses). Indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Please include information about the firm's standard warranty. In addition, recent sales history to commercial companies should be included to determine commerciality. Requirements for 1 (one) High Resolution Raman Microscope System We require a fully integrated High Resolution Raman microscope for confocal Raman analysis, optimized for the deep UV to IR range (200nm-2500nm). Includes confocal Raman microscope, transfer optics, stigmatic spectrometer equipped with two gratings, multichannel CCD detector, high-performance Windows 7 compatible computer, extensive materials identification database and a computer based instrument interface package compatible with high performance spectroscopy systems. 1. True confocal aperture: Software controlled motorized confocal iris aperture continuously variable from a few um to 1.2 mm. A true confocal iris aperture must be provided between the microscope and the spectrograph for focal depth volume determination which is separate from the spectrograph's entrance slit. This allows independent adjustment of the confocal aperture setting and the spectrograph's resolution. 2. Single spectrograph design for maximum throughput utilizing Czerney-Turner spectrography based on reflective optics to insure the system is free of achromatic aberrations while allowing for a very wide spectral range. 3. UV, VIS and NIR Optics: All Reflective Laser and Raman Optics. Reflective optics are required to allow the change between UV, VIS and NIR lasers for Raman excitation/acquisition without having to swap from UV to VIS/NIR lenses and back going between lasers. 4. SOFTWARE that includes: spectral searching software package equivalent to HORIBA Raman libraries (>1500 spectra for polymers, inorganics, inks/pigments, semiconductors, and biomaterials), spectral searching module, database building module, functional group module and interactive interface. 5. Entrance optics assembly including: - Computer-controlled laser power selection from 9 different positions (100%, 50%, 25%, 10%, 5%, 3%, 1%, 0.1% and 0.01%), working from 400 nm to NIR - Interference filter holder - Adjustable kinematic mount for Rayleigh rejection filter (Notch or Edge). This device allows fine tuning of the filter operating angle to optimize low frequency cut-off performances. - Motorized exchange of excitation wavelength (up to 4 filters, for more than 4 filters exchange is manual) 6. Motorized Computer Controller Kinematic Mount for 4+ Laser and PL Filters: All four laser filters must be mounted simultaneously on the laser filter assembly with the last filter position accessible so the filter can be manually and kinematically replaced with a UV laser filter or PL/fluorescence filters. 7. Hard-coupled, high stability BX41 confocal microscope supplied with: - XY manual mechanical stage - A white light system for illumination by reflection and transmission - Variable illumination intensity. - Transmission illumination supplied with an Abbe condenser. - Objective turret equipped with 3 plan achromatic objectives: - 10X visible, NA = 0.3, WD = 10.1 mm - 50X visible, NA = 0.8, WD = 0.66 mm - 100X visible, NA = 0.9, WD = 0.21 mm for UV operation, NUV or DUV objectives are required - Color video camera for viewing the sample under white light illumination and to simultaneously visualize the laser spot. Switching between video and Raman mode is fully automated. 8. Laser Focal Spot On Sample Visualization: With the sample visualized under white light illumination using a video camera, the focused laser spot must be able to be displayed on the sample for real-time laser positioning and laser focus optimization. 9. Confocal coupling optics between the microscope and the spectrograph including: - Software-controlled continuously-adjustable confocal pinhole from a few microns to 1 mm. Defines with accuracy the size of the analyzed volume. A lateral resolution better than 1 micron and an axial resolution better than 2 microns with a 100X objective in the visible range are obtained. - Dual visible lenses and mirror based coupling optics to the spectrograph. 10. A 800 mm focal length astigmatic flat field spectrograph based on concave mirrors, includes: - 2 gratings 1800 and 600 gr/mm (other gratings available on request) on a motorized turret for easy selection through software, to vary both spectral resolution and spectral window recorded in one shot. - Scanning mechanism using a high precision sine drive and an entrance slit motorized and equipped with a shutter. All motorized elements are controlled by software. 11. Spectrograph Focal Length: 800 mm. This long focal length focal length spectrograph offers the dispersion necessary for spectral resolution while remaining in first grating order for efficiency. 12. Spectral Resolution:.3 cm-1 per CCD pixel (26 um) at 680 nm with 1800 gr/mm grating in first grating order. This high resolution allows subtle peak shift and peak shape changes to be observed other lower resolution instruments cannot analyze. 13. Grating Size: 76 mm x 76 mm. Two large gratings must be mounted on a motorized dual grating turret. The size of the gratings are necessary to provide an optimum aperture coupling a microscope illuminator to the long 800 mm focal length spectrograph providing the best efficiency. 14. A multichannel air cooled (-70°C) CCD detector: - 1024 x 256 pixels front illuminated chip (other CCD's available on request) - MPP readout for optimum noise performance - Spectral range: 400-1100 nm - Pixel size: 26 x 26 microns - Chip size: 1" for maximum wavelength coverage and fast spectral measurement i.e. 2 x faster than ½" CCD chip. - Quantum efficiency (QE) greater than 50 % at 650 nm - Read out noise under 4-6e-/pixel; Dark current under 0.004e-/pixel/sec 15. Backward alignment control system: Allows the visual control of the optical alignment of the laser from the sample to the detector 16. Computer and software package: Spectroscopy Suite Software for Windows 7 and above permitting the control of the system, data acquisition and a wide range of data treatment and storage options. Instrument compatible PC workstation,17" LCD Monitor 17. 800mm Spectrograph Specifications: Spectral Range: 200nm-2500nm Spectral Resolution: 0.3cm -1 at 680nm with 1800 gr/mm; Quoted as dispersion per pixel for standard CCD Spatial Resolution: Better than 1 micron lateral and 2 microns axial at 633nm excitation. Dependent on excitation frequency. Throughput: Better than 30%. Repeatability: +/- 1 Pixel. Laser line cut-off: see laser line filter specifications 18.
