- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested; but a written solicitation will not be issued. This solicitation, NB686020-15-01521 issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This solicitation is full and open. This combined synopsis/solicitation is for the following commercial item(s): 0001: Vacuum Pump Station: QTY 1 Description of requirements for the item to be acquired: National Institute of Standards and Technology (NIST) will begin providing Programmable Josephson Voltage Standards (PJVS) systems as a standard reference instrument and NIST requires an integrated vacuum pumping station. NIST expects to receive orders for approximately five PJVS systems per year from national and international measurement laboratories each of which will require a vacuum pumping station. NIST requests an initial purchase of one vacuum pumping station to enable NIST to provide the immediately anticipated deliverables to such labs. The Contractor shall provide one (1) Vacuum Pump Station that meet or exceed the following minimum technical specifications: TECHNICAL SPECIFICATIONS: I System Definition The System shall consist of the following components 1. An air-cooled turbo pump meeting or exceeding the following specifications: a. Input flange DN 40 ISO-KF b. Integrated electronic drive unit. c. Gas throughput for Nitrogen greater than or equal to 0.98 Torr l/s d. Pumping speed for Nitrogen greater than or equal to 32 l/s e. Ultimate pressure < 1 x 10e-7 Torr 2. An oil-free scroll or diaphragm backing pump with pumping speed sufficient to allow the turbo pump to meet its specifications. 3. A vacuum gauge covering the range from 750 Torr to less than 1 x 10e-7 Torr. Gauge shall mount via a single DN 25 ISO-KF flange. 4. A display/ control unit which will operate and monitor the turbo and backing pump and provide readout for the vacuum gauge. 5. All cables required for connecting the display and control unit to the pumps and the vacuum gauge. II System Integration 1. The system will be incorporated by NIST into the PJVS rack which has very limited space. Thus it is essential that the vacuum system be fully integrated and compact. The turbo, backing pump and display/control unit and all interconnects between them shall be integrated into a single chassis with the following maximum dimensions. • Width less than 13 inches (330 mm) • Depth less than 13 inches (330 mm) • Height from base of the chassis to top of the KF-40 flange less than 14.5 inches (368 mm) 2. This procurement does NOT include fittings, clamps, gaskets etc. for mounting the vacuum gauge to the turbo pump. The gauge will be mounted remotely by NIST. 3. It is DESIRABLE but NOT REQUIRED that the system will accommodate remote mounting of the display/control unit. Commercial Product Requirements 1. The vacuum pumping station must be an established commercial product with multiple units operating successfully in the field. Experimental, prototype, or custom items are not acceptable. 2. The vacuum pumping station must be a new (not refurbished or reconditioned) item covered by the original manufacturer's full warranty with service provided in the U.S. The use of "gray market" components not authorized for sale in the U.S. by the proposer is not acceptable. The requested delivery is 30 days ARO. Delivery is NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall meet the technical requirements and deliverable schedule. Quote shall not include cost of shipping. It will be charged to NIST's UPS or FED EX account. The quote must include the following: 1) FOB Orgin or FOB Destination; 2) The technical specifications for the vacuum pump station; 3) The anticipated delivery schedule (ARO); and 4) The fixed-price for vacuum pump station. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability, deliverable schedule, and price. Technical capability will be evaluated by how well the proposed products meet or exceed the Government's requirement including delivery schedule as stated throughout this solicitation. Technical capability is approximately equal to price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. A FIRM FIXED PRICE PURCHASE ORDER WILL BE ISSUED TO THE RESPONSIBLE QUOTER WHOSE TECHNICALLY ACCEPTABLE QUOTATION IS DEEMED TO REPRESENT THE BEST VALUE TO THE GOVERNMENT. The quoter must have completed the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition.
