- The Department of the Navy, Space and Naval Warfare Systems Command, in support of the PMW 240 Sea Warrior Program Office, has combined the Navy Manpower Requirements Systems (NMRS) and the Department of Defense Information Technology Portfolio Repository/Department of the Navy Application and Database Management System (DITPR/DADMS) acquisition into the Rapid Product Development and Sustainment (RaPDS) acquisition effort. The NMRS effort and DITPR/DADMS are now two separate task orders effort under the RaPDS acquisition. All interested parties for the NMRS and DITPR/DADMS effort can view the requirement documentations under the RaPDS solicitation number N00039-15-R- 0025. The current draft RaPDS acquisition with the NMRS and DITPR/DADMS task orders are currently available for public viewing under solicitation N00039-15-R-0025. The anticipated Request For Proposal date for RaPDS is within the third quarter of Fiscal Year 2015. All acquisition effort under RaPDS are reserved for small businesses only. ***Posted Questions and Answers.*** The Space and Naval Warfare Systems Command (SPAWAR), Orlando, is issuing this Market Survey for determining what capabilities exist and for determining Small Business capabilities and is soliciting information from potential sources (large and small) to provide an approach to satisfy NMRS requirements. The Government is seeking information to determine the appropriate approach and contract type for NMRS. It is anticipated that this effort may result in a COTS software solution, configuration and integration, and may be placed as a Task Order under the Rapid Product Development & Sustainment (RaPDS) Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Contract (MAC). However, it may be done as a separate procurement depending on the information received from the RFI. See attached NMRS RFI for further information.
