INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on intends to negotiate and award a purchase order on a sole source noncompetitive basis the University of Oklahoma, Oklahoma City, OK, 73104-5410 to specific pathogen free certified baboons to NHLBI's Cardiac Surgery Section. BACKGROUND: The mission of the NHLBI Division of Intramural Research (DIR) is to perform robust scientific and clinical research leading to a better understanding of biology and clinical pathology. To attain this goal, we have built a strong basic science foundation and coupled it closely with innovative technology development and outstanding clinical research both at the NIH Clinical Center and in partnership with local hospitals. The purview of DIR's research is broad, encompassing investigations into the basic principles of molecular, cellular, and organ-level biology and their relationship to disease. Some current areas of fundamental interest include single molecule structure; protein assembly; molecular and cell biology; cell signaling and motility; membrane trafficking; physiology; systems biology; engineering and technology development. Insights into disease mechanisms derived from basic studies form the basis for translational research into new diagnostic and therapeutic approaches. DIR investigators also conduct concept-based clinical studies in the areas of interventional and surgical cardiology; pulmonary medicine; sickle cell anemia; bone marrow transplant; and hematologic disorders. There are three components to the NHLBI Animal Program Division that work collaboratively to support the NHLBI research program. Animal Program: The Animal Program provides care and technical services for NHLBI research animals including: husbandry, purchasing, health monitoring, animal import/export, mouse rederivation and cryopreservation services. Animal Surgery & Resources (ASR): The ASR services for NHLBI research animals include: animal model development, surgery, surgical support, post-operative care as well as technical services such as radiography, blood & tissue collection, hematology, and blood chemistries. Murine Phenotyping Core: Provides cardiovascular, metabolic, pulmonary, neuromuscular and behavioral phenotyping primarily for mice but also other species. PURPOSE AND OBJECTIVE: The purpose of this procurement is to acquire specific pathogen free baboons to be used in animal study protocol. These animals will be used in experiments that will help medical personnel better understand how to prevent organ rejection. ANTICIPATED PERIOD OF PERFORMANCE: To be negotiated upon award JUSTIFICATION: The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. Per the authority of FAR 6.302-1, the supplies are available from only one source. No other vendor can provide SPF (Specific Pathogen Free) certified baboons that are domestically bred negative for Herpesvirus papio 2 (HVP-2), Simian Immunodeficiency virus (SIV), Simian T lymphocyte virus (STLV-1, 2), Simian Hemorrhagic Fever (SHF), Simian Varicella Virus (SVV), Cytomegalovirus (CMV), Herpesvirus papio 1 (HVP1), Simian foamy virus (SFV), Simian Virus 40 (SF40), Simian Retrovirus (SRV) and have protective titers for Rubeolla (measles). REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and the Small Business Size Standard is 500 Employees. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. The solicitation document, the incorporated provisions and clauses are those in the Federal Acquisition Circular 2005-81, effective April 10, 2015. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by April 29, 2015 at 2:00 p.m. EST.
