Description

This is a presolicitation notice/public announcement for an environmental assessment and analysis for the U.S. Border Patrol Swanton Sector (New York/Vermont) in support for Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). This notice does not constitute a screening information request or request for proposal. The Office of Border Patrol (OBP) is the law enforcement entity of U.S. Customs and Border Protection (CBP), a component of the U.S. Department of Homeland Security (DHS). OBP's mission is to prevent the entry of terrorists and terrorist weapons and to enforce the laws that protect the U.S. homeland by the detection, interdiction, and apprehension of those who attempt to enter illegally or smuggle any person or contraband across the sovereign borders of the U.S. An Inter-Agency Agreement between the DHS/CBP and the Federal Aviation Administration authorizes and funds FAA offices located in Oklahoma City, Oklahoma, to provide DHS/CBP with logistics support and supply chain management as required for U.S. Border Security Systems and necessary to accomplish the U.S. Customs and Border Protection Agency's mission. The purpose of this acquisition is to identify beneficial and adverse impacts to the human and natural environment of proposed construction, maintenance, repair, installation, and operation of up to fourteen (14) tower sites proposed by Office of Border Patrol (OBP) Swanton Sector (located in New York and Vermont). The environmental documents will address the proposed Remote Video Surveillance System (RVSS) and relay/communications tower sites as well as command and control center (C2) facility new construction or modifications to existing facilities, any necessary access or approach roads, and related utility and fiber optic installation. The objective of this work effort is to prepare an Environmental Assessment(s) (EA) and complete compliance under Section 7 of the Endangered Species Act (ESA), Section 106 of the National Historic Preservation Act (NHPA), the Coastal Zone Management Act (CZMA), the Clean Air Act (CAA), and the Clean Water Act (CWA) for the project in U.S. Border Patrol Swanton Sector. This scope of work consists of the analysis and evaluation for the construction, operation, maintenance, and repair of sensor and relay towers, including required infrastructure in the U.S. Border Patrol, Ogdensburg Station, Swanton Sector. These fixed tower sites, in the vicinity of the St. Lawrence River, will be located in three regions in the Ogdensburg Station Area of Responsibility (AOR): • Leishman's Point region, • Prescott - Ogdensburg International Bridge region and, • Chippewa Bay region. The environmental analysis will consist of the following primary and alternative tower sites in the three regions: • Leishman's Point region: o one primary sensor tower site, located on former river dredged disposal area o one alternative sensor tower site, located on former river dredged disposal area • Prescott - Ogdensburg International Bridge region:  South of bridge; o one primary sensor site south of the bridge, co-located on a building o three alternative sensor sites south of the bridge, two commercial waterfront sites, one former construction staging area site  North of bridge: o one primary sensor site north of the bridge, located on existing health care facility o two alternative sensor sites north of the bridge, one located on health care facility and one on the bridge • Chippewa Bay region: o one primary sensor tower site in a grassed area o one alternative sensor tower site in a grassed area An optional phase may include analysis and evaluation of up to three (3) relay (communications) tower sites located between Leishman's Point and the Border Patrol Swanton Station in Swanton, Vermont. The impacts of providing access to the tower sites from the nearest public paved road will be evaluated in the EA as well as impacts associated with infrastructure improvements such as commercial grid power, fiber optic lines, and telephone lines, etc. A formal solicitation is expected to be released on or about 1 May 2015 with an approximate closing date of 1 Jun 2015. Electronic procedures (including proposal submission) will be used exclusively for this requirement. The resultant solicitation will be unrestricted (no small business set aside). This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
