THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a Small Business Sources Sought notice to determine the availability of potential small businesses. The purpose of this notice is to obtain information regarding: The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The purpose of the requested service is on behalf of Office of the Assistant Secretary for Public Affairs (ASPA) Digital Communications Division (DCD), Department of Health and Human Services (HHS) to acquire Percussion Enterprise - Enterprise License & Maintenance Support for unlimited instances Content Management System (CMS) for the already purchased Percussion CMS license, as described herein and as funds are available. Background: The Department of Health and Human Services (HHS) is the United States government's principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. The success of government initiatives rests in part on the timely and accurate communication of information. HHS is a vast department with a number of dynamic operating divisions dispersed throughout the country. Almost every form of communications technology is utilized by HHS. The Department's Website(s) is critical to the communication of timely, effective and efficient health-related information, ensuring that the public is well-informed and can easily access vital health information in times of crisis. The HHS Digital Communications Division (DCD) is responsible for the support and management of the HHS.gov website as well as other high -priority sites such as Flu.gov, MentalHealth.gov, FoodSafety.gov, StopMedicareFraud.gov, SurgeonGeneral.gov, Vaccines.gov, Usability.gov, BeTobaccoFree.gov, etc. In FY2010, HHS procured the Percussion Web Content Management System (WCMS) software known as the Enterprise-Wide License which allows groups to develop websites with new and/or existing content from many sources across multiple sites. Currently, the License is being deployed throughout HHS. In the meantime, some OPT and STAFFDIVS have required technical support for Percussion WCMS-related activities. These services include assistance with a full implementation and integration of the CMS into a STAFF/OPTDIVS environment, upgrading, patching and security control. Purpose and Objectives: The HHS Digital Communications Division would like to acquire Percussion Content Management System Enterprise License Support & Maintenance for unlimited instances for the already purchased Percussion CMS license. Project Requirements: Task 1: Provide Technical Support to Enterprise License During the life of the contract, the contractor shall be required to provide technical support for issues per the Enterprise-wide license agreement procured by HHS: 1. 24x7x365 support for technical issues per the Enterprise-wide license agreement. 2. Support shall be applicable to unlimited number of Percussion instances distributed within HHS OP/Staff Divisions. Task 2: Provide Tier 2 Support Tier 2 Support is responsible for researching and reproducing issues, interfacing with Percussion Engineering to identify any relevant defects and enhancements and establishing and communicating any needed work around(s) and/or Patch schedules to Tier 1 representatives for communication to and execution by end-users of the CMS products. Tier 2 Support escalates unsolvable issues to Tier 3 support for resolution. Task 3: Provide Tier 3 Support Tier 3 Support is responsible for debugging, troubleshooting, defect correction, product enhancements, and product patching. Tier 3 Support is provided by a Professional Services or Product Engineering resource with full commit access to the relevant product source code, as appropriate Anticipated Period of Performance: The period of performance will be a one year base period, (May 21, 2015 - May 20, 2016), plus (3) three 12 month option periods.   Capability Statement / Information Sought: Interested qualified small business organizations should submit a tailored capability statement to address the following minimum requirements: 1. Vendor must have at least ten demonstrated years of experience providing tier 2 / 3 levels of support for the relevant Percussion products. 2. Vendor must be able to demonstrate an ability to perform the following activities to the relevant Percussion products: a. Perform source code level debugging. b. Create and apply core system source code changes & unit tests. c. Demonstrated ability to deliver hot fixes. d. Generate and distribute software patches to address product bugs and product enhancements. e. Demonstrated core commit status / access level to the relevant Product source code repositories. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to Anthony.foster@psc.hhs.gov Attention: Anthony Foster. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE, INCLUDING ANY TEAMING ARRANGEMENTS AND SHOULD NOT EXCEED 30 PAGES. Capabilities for these requirements shall not to exceed 4 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should include information regarding respondents': (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work. Capability statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact, address and DUNS number. Capability statements must also include the following information: Company name, address, DUNS, Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUB Zone small business, small disadvantaged business, and women owned small business). Teaming Arrangements are encouraged. All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team. Responses are requested by 1:00 pm EST April 30, 2015. Capability statements will not be accepted after the due date. Information Submission Instructions: All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Anthony Foster, Contract Specialist, at Anthony.Foster@psc.hhs.gov in Microsoft Word (MS) or Adobe Portable Document Format (PDF), no later than 1:00 PM EST on April 30, 2015. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response.
