- FBO Description The VA VISN 4 intends to negotiate on a sole-source basis with Alere Wellbeing Inc. 999 3RD Ave STE 2100, Seattle WA 98104-4039 for Telephonic Smoking Cessation services to support veteran beneficiaries located within VISN 4. This procurement is being conducted in accordance with FAR 6.302-1(b)(1)(i) (only 1 responsible source) as it is believed that only Alere Wellbeing Inc. can provide this service. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 621999. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Linda Buccigrossi, Contracting Officer, no later than 4/27/2015 at 1400 EST. Responses should be sent to linda.buccigrossi@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with sole source negotiations. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer. See sole source justification next page? JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 646-15-3-132-00711A. PROJECT/TASK NUMBER NA1B. ESTIMATED AMOUNT: $120,000 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: This action is for the award of a contract for Telephonic Tobacco Cessation Counseling for Veterans throughout VISN 04. This contract will support all ten medical centers. VISN 4 has historically had this requirement to provide this service in support of our Veterans. The current contract with Alere Wellbeing Inc. expires on 4/30/2015, which would leave no Tobacco Cessation services available. The subject requirement is being pursued as an "only one responsible source" procurement with Alere Wellbeing Inc.for a period of performance of May 1, 2015 through October 31, 2015. This sole source contract shall be inclusive of all services that may be necessary to provide telephonic tobacco cessation support to veterans throughout VISN 4, which includes 10 medical centers. The estimated value of this service is $120,000.00 for this six month period being proposed. This sole source is intended to be in place until a permanent, long term contract can be procured. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Both current and historic market research indicate that only Alere Wellbeing Inc. is able to provide the services required by the VA for services of this size and scope. Alere Wellbeing Inc. currently provides this service. Due to the size and scope of the effort, it is anticipated that only Alere Wellbeing Inc. can provide these services in the interim until a long-term contract is put in place. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: The VA is committed to helping as many Veterans as possible to quit using tobacco. This has been a successful program in achieving that goal which has been in effect for over five years. Still, the need continues to exist for this service to be available to our veterans at all 10 sites. Recent market research conducted for the long term contract (base year + four option years) has indicated that only Alere Wellbeing Inc. Wellbeing is able to provide tobacco cessation services of the size and scope needed to support the entire VISN. This, combined with other historical market research again suggests Alere Wellbeing Inc. as the only source available to handle a contract of this size and scope. In the interim, it is our intent to sole source to Alere Wellbeing Inc, and allow this contractor to provide this service which would result in little or no disruption to the veteran population as we prepare the procurement package for the long-term, VISN 4 contract. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Internet searches at Google.com and at: h t t p s : / / w w w. c o n t r a c t d i r e c t o r y. g o v / s o l r / i c d ? q = s m o k i n g + c e s s a t i o n & a s = & x = 4 8 & y = 1 5 failed to disclose any apparent competition in this specialized field.
