- Description
- This is a Notice of Intent and not a request for competitive proposals. The Federal Emergency Management Agency (FEMA), Response Directorate, Operations Division intends to enter into a contract on a basis other than full and open competition with Intermedix for continued support of FEMA's WebEOC Crisis Management System, pursuant to FAR Part 6.303-1, Only One Responsible Source and No other Supplies or Services will satisfy Agency Requirements. FEMA intends to award a follow on Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract to Intermedix, for the continued operation of its WebEOC Crisis Management System, a FEMA Mission Essential System (MES) for continuity of operations (COOP ). The current contract number is HSFE30-12-D-0524. The follow on contract period of performance shall be from June 1, 2015through May 31, 2016 with four (4) one (1) year optional period of performances., Intermedix, the manufacturer of the WebEOC Crisis Management System software, is the sole source provider of said software and owns all proprietary rights. An award to any other source would setback years of progress FEMA has made in successfully establishing a national Crisis Management System. FEMA's WebEOC's Crisis Management System is a FEMA Mission Essential System (MES) for continuity of operations (COOP). Awarding to any other source will result in an unacceptable delay and substantial duplication of cost to the Government and the loss of millions of dollars spent on security, development, and training that cannot be recovered through competition.
