Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Karl Storz Endoscopy-America (Karl Storz), Inc., 2151 Grand Ave, El Segundo, CA, 90245. The requirement is for two (2) video laryngoscope systems at Naval Medical Center San Diego. The video laryngoscope system shall be capable of providing visualization of the larynx for tracheal intubation procedures. The system shall include an electronic imaging module, video laryngoscope, portable laryngoscope monitor, external charger, procedure cart and a flat panel monitor. The system shall also include a flexible intubation scope, camera head, portable light source, protection cleaning cap and a Lipp tube adapter. The system shall include a size zero (0) and size one (1) laryngoscope Miller blade. The system shall also include a size two (2) and a size three (3) Macintosh blade. The systems shall have two (2) video laryngoscope Miller blades that shall be capable performing airway emergency procedures on pediatric and neonate patients. The systems electronic imaging module shall be capable of recording video and still images directly to an SD card. The systems portable laryngoscope blades shall be capable of interfacing with the video laryngoscope blades. The systems camera head shall have 20mm focal length and a 0.3 megapixel resolution. The systems flexible intubation scope shall have a minimum field of view of 90 degrees, with an angulation capability of at least 140 degrees up and 140 degrees down. The systems portable light source shall be capable of being water proof. The systems protection cap shall be capable of protecting the laryngoscopes during reprocessing. The power requirement for this system is 110VAC, 60Hz. Vendor shall be an Original Equipment Manufacturer (OEM) authorized maintenance contractor for the proposed equipment/systems such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The systems shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 334510 with a small business size standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.j.bell.civ@mail.mil. Statements are due not later than 1:00 PM on 7 May 15.
