Description
RFI- Ambulatory Surgery Quality Benchmarking Program 1.0 Purpose of this RFI The Defense Health Agency is seeking to identify possible vendors (both large and small) who can provide a secure web-based ambulatory surgery quality benchmarking program, technical support, and training to provide risk adjusted data focused on clinical outcomes, patient safety, staffing indicators and costs. The program should be evidence-based and provide standardized clinical processes in order to benchmark performance in ambulatory surgery. Included within this program should be standardized data definitions and data collection processes. The solution should be able to provide ongoing updates to the program automatically and without interruption. Appropriate use of the program should be evaluated through secured interrater reliability testing and reporting while protecting personal identifiable information (PII) and protected health information (PHI). Responses to this RFI should include a description of the organization's existing capabilities, an overview of the web based program, data collection procedures, sample reports and outcomes based performance based on previous experience. Additionally, responses to this RFI should include a description of services, contract structures and any unique requirements not addressed in this RFI. Please include current and ongoing experiences for same and similar services to include Department of Defense (DoD) and private sector. Vendors are highly encouraged to also provide a rough order of magnitude (ROM) with their capabilities statements by deadline specified in paragraph 4.0. This ROM should include an estimated lump sum price per task area. 2.0 Background The Military Health System (MHS) serves 9.7 million beneficiaries in a variety of settings that include inpatient, outpatient, overseas, regional, and ambulatory and purchase care delivery platforms. As a result, performance and care outcomes occur across treatment settings and require the need for standardized evidenced based performance statistics that supports positive patient outcomes. Additionally, this program should provide a value-based solution to reduce unwarranted variation and identification of areas that have noteworthy performance. 3.0 Vision for the Ambulatory Surgery Center Benchmarking Program The DoD is undergoing a major review of the Military Health System (MHS). Thus, it is extremely important to accurately measure performance in the ambulatory setting through a program that produces data about the performance of an ambulatory surgery center and provides national performance statistics to support optimal patient outcomes. 4.0 How to Respond THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. Responses should include the business name and address; and the name of company representative and their business title. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked "Proprietary" will be handled accordingly. Be advised that all submissions become Government property and will not be returned. No proposals are being accepted at this time. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The formal closing date for this RFI and for the submission of responses is May 5, 2015 at 1:00pm, Eastern Standard Time (EST).
