Description
THIS IS A RE-POSTING OF PRESOLICITATION NOTICE #W81EWF-5009-1950 Defense installations are required by law - in particular, by the Energy Policy Act of 2005 (EPACT 2005), and the Energy Independence and Security Act of 2007 (EISA 2007) - to eliminate fossil fuel use in new and renovated facilities by 2030 and to reduce overall facility energy usage by 30% by 2015. Army policy is to achieve five (5) Net Zero Energy (NZE) installations by 2020 and twenty-five (25) by 2030. Design of Net Zero Energy installations is a complex undertaking however, that requires an optimal mix of demand reduction, system integration on a community scale, use of renewable sources, and storage technologies. Installation planners lack the ability to analyze and optimize performance of complex non-linear dynamically coupled systems needed to achieve NZE goals in a timely and cost-effective manner. Prior work developed early versions of a Net Zero planning tool (Net Zero Planner) which assists installation planners to develop an optimized path towards a Net Zero Energy installation. This tool needs further development and enhancement to incorporate additional capabilities. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 541511 which has a size standard of $27.50M. This is a small business set a-side. Major Requirements: The Contractor shall provide necessary manpower and equipment to accomplish the following six tasks: Task 1: Implement full HVAC system coverage across all models. Task 2: Add four (4) new residential housing facility types. Task 3: Upgrade to most recent version of EnergyPlus. Task 4: Implement comprehensive ASHRAE 90.1-2004 modeling for calculating the EPAct baseline energy consumption. Task 5: Generate EISA baseline source energy use intensity (EUI) reference values for each facility type and climate zone. Task 6: Update documentation and User Guide for Params. Period of Service: All work to be performed under this contract shall be completed not later than three hundred (300) days from contract award.
