Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, as a Total Small Business Set-Aside, Polygraph Examination Services in support of the office of the Naval Criminal Investigative Service (NCIS), Navy Fleet Cyber Command (FLTCYBERCOM), Air Force Office of Special Investigation ™s (AFOSI), and United States Marine Corps (USMC). Performance will take place at contractor facilities primarily in Hanover, MD; Virginia Beach, VA; San Diego, CA; and Pearl Harbor, HI. For planning purposes only, it is estimated that the requirement will call for 5,350 examinations per year or 26,750 examinations over the life of the contracts. It is anticipated that award will be made by LOT, covering four separate geographic regions within the US. This procurement will be processed in accordance with FAR Part 12 and 15. Under this requirement, the Government intends to make a single award by Lot for the entire contract. The awarded contracts will be Firm Fixed Price (FFP) - Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts with a ordering period beginning around 1 August 2015 and continuing through 31 July 2020. The specific actions and/or tasks required under these contracts will be identified on individual task orders issued under these contracts. Travel will not be required in support of this requirement. The Request for Proposals (RFP) will require the submission of a non-price/cost volume as well as a price/cost volume. The Navy ™s evaluation of proposals will consider the offeror ™s non-price proposal more important than the offeror ™s price proposal. The North American Industry Classification System (NAICS) Code is 561611; size standard $19M. The FSC is R499. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received. It is anticipated that the solicitation will be released on or around 27 April 2015. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
