- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Turnkey High Temperature Superconductor Critical Current Density Mapping System. This procurement is for a turnkey high temperature superconductor critical current density mapping system for non-destructive (contactless), scanning critical current density measurements on superconducting thin films. The following are the general specifications: The cryogenic system must be able to achieve temperatures less than or equal to 77 K, with a heating unit integrated for temperature control. The system must be able to accommodate samples of arbitrary shape, with a minimal area of 10 mm x 10 mm or less, and must accommodate at least four 2-inch diameter wafers. Measurements must be performed without any sample pre-processing; i.e. no need for patterning or metallic contact deposition prior to measurements. The Critical Current Density Mapping system measurement methods should support fully automated scanning of the samples. Measurements must have a spatial resolution of at least 5 mm or better at a scan rate of at least 0.2 Hz. Critical current density resolution should be at minimum 3 A/cm plus or equal to 10 percent. Control and data acquisition should be accomplished through a dedicated computer. LabVIEW driven software preferred. The system must be fully integrated; i.e. measurements must be performed without external signal generators, lock-in amplifiers, reference oscillators, etc. Form factor area should be less than 36 inches x 48 inches. Total system weight plus cryogen must be less than 100 kg. The provisions and clauses in the RFQ are those in effect through FAC _2005_- 81. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334513 and 500 employees, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, Attn: Calibration Lab, 21000 Brookpark Road, Mail Stop 21-7, Cleveland, OH 44135. Delivery shall be FOB Destination. Offers for the items(s)described above are due by close of business Friday, May 8, 2015, to NASA Glenn Research Center, Attn: Antoinette M. Niebieszczanski, 21000 Brookpark Road, Mail Stop 60-1, Cleveland, OH 44135 or antoinette.m.niebieszczanski@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.na sa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference.
