NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price contract at Davis-Monthan AFB, Tucson, AZ. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $36,500,000.00. The work to be performed consists of furnishing all plant, labor, materials, equipment, supplies, and supervision necessary to complete the following project at Davis-Monthan AFB, AZ in accordance with the proposed specifications and drawings (see attachments at time of solicitation issuance): FBNV 09-0036 Rpr (Sustain/Renovation) LRS Warehouse IAW DFARS 236.204, the project magnitude for this contract is between $5,000,000.00 and $10,000,000.00. For this contract a contractor will receive an award based on Sections L & M in the solicitation. Using this evaluation, award will be issued based on the Lowest Price Technically Acceptable (LPTA) procedures outlined in Section M of the solicitation to include Technical Acceptability and Price. The performance period for this project is 405 days. The anticipated Liquidated Damages for this project have been calculated at $227.69 for the first day and $168.16 for each day thereafter. The successful contractor will be selected using Lowest Price Technically Acceptable (LPTA) procedures, resulting in the Best Value to the Government. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 17 February 2015 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. NOTE: IAW FAR 52.219-3, Notice of HUBZone Set-Aside or Sole Source Award. At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees. At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees or on a combination of the HUBZone prime contractor's employees and employees of HUBZone small business concern subcontractors. No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: THIS PROCUREMENT IS SET ASIDE AS HUBZone COMPETITIVE (a) Interested HUBZone firms will be required to show Evidence of bonding capability to the maximum magnitude of the project as outlined in the solicitation.
