- BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. This acquisition is a 100% set aside for Small Business or Service Disabled Veterans Owned Small Business (SDVOSB). The NAICS Code is 236220 (Commercial and Institutional Building Construction) $33.5 Million size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested Small Businesses and SDVOSB. The VA National Cemetery Administration as directed by the VA National Memorial Cemetery of the Pacific (NMCP) will solicit a Small Business or SDOVSB Set-Aside proposal. The Proposal shall be under No: VA786-15-Q-0196. A solicitation is currently not available. The intent of an award shall be to construct a committal Shelter. The Contractor shall furnish all materials, equipment, labor and supervision to construct a prefabricated metal aluminum alloy canopy with poly carbonate roof panels and 100% UV filter and integrated gutter system for a Committal Shelter. The work is located at the National Memorial Cemetery of the Pacific, 2177 Puowaina Drive, Honolulu, HI 96813. Work in this project includes but is not limited to: 1.The Contractor shall install the prefabricated canopy as per manufacturer installation guide and dimensions. 2.Core drill 12" diameter hole in existing concrete. 3.Install columns for structure with adjustable baseplate below finish level of concrete. 4.Pour concrete to finish level of existing slab and finish concrete to match existing. 5.Install roof structure with poly carbonate roof panels and integrated gutter system with downspouts mounted on columns. 6.Water from downspouts will be surface sheet drained into adjacent landscape planter. 7.All components of the canopy will be painted a consistent color throughout. All materials shall be new. Contractor shall submit for approval the manufacturer's literature and specifications for approval. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer's Representative (COR). Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Work will be conducted in such a manner to minimize the impact on the Cemetery operations. 1.GENERAL REQUIREMENTS a.Prior to beginning any work, the Contractor shall perform a thorough field survey of existing site conditions and features. Verify at the project site the exact parts, material, equipment and labor required to complete the job. Any site conditions which may cause significant deviation from the work plan shall be brought to the attention of the Contracting Officer or COR for clarification. b.Coordination for the Construction with Cemetery Director: The burial activities at a national Cemetery shall take precedence over construction activities. The Contractor must cooperate and coordinate with the Cemetery Director, through the COR, in arranging construction schedule to cause the least possible interference with cemetery activities in actual burial areas or other adjacent locations. Construction noise during the internment services shall not disturb the service. Trucks and workmen shall not pass through the service area during this period: i.The Contractor is required to discontinue his work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and or Federal holidays, to permit him to clean up all areas affected by his work. ii.Cleaning up shall include the removal of all equipment, tools, materials and debris. Leave the area in a clean and neat condition. c.All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as required for system work. d.Coordinate and resolve all details of any shutdown of specific utilities to minimize interruption of service to the facilities. Notify COR 7 days in advance prior to shut down. e. The Contractor shall assume sole responsibility for safety of all persons on or about the project site, in accordance with applicable laws and codes. Guard all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and OSHA. Barricade the project area as necessary to prevent public access to the work site. f.It is the Contractor responsibility to develop a work plan and schedule detailing the duration of the work with milestone subtasks. g.Submit for approval manufacturer's information and shop drawings for review. This includes colors, shop drawings, manufacturer's data and literature. h.The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship and hereby agrees to repair or replace without cost to the VA and to his/her satisfaction all defects or imperfection appearing in said work within a period of one year after the date of final acceptance by the VA of all work done under this contract. i. Repair and replace any existing structure to existing condition when altered or damaged by the work. j.Workmen are subject to rules of the conduct applicable to the Cemetery. k.Execute work in a manner as to interfere as little as possible with the normal functioning of the Cemetery. l.The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the COR. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance. m.Execute work so as to interfere as little as possible with normal functioning of Cemetery as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. n.To minimize interference of construction activities with flow of Cemetery traffic, and keep roads, walks and entrances, parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. o.Repair and replace any existing structure to existing condition when damaged by the construction. p.All utilities are required for the continuous operation of cemetery operations. Disruption of any utilities must be requested in writing four (4) calendar days in advance of proposed shutdown. When option exists, implement options to minimize interruption of service to the facilities. q.Cleaning up shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition at the end of each work day. r.Final clean-up: Remove all equipment, tools, material, debris, rubbish, and excess material from the cemetery, leaving the areas in a clean and complete condition. 2.WARRANTY The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship. The Contractor hereby agrees to repair or replace without cost to the VA and to his/her satisfaction all defects or imperfection appearing in said work within a period of one (1) year after the date of final acceptance by the VA of all work done under this contract. Contractor must respond within 48-hours to perform any warranty work. Time to have parts delivered to site that are not locally available is not included in this 48-hour response time. ----END---
