Description
Construction Project: Dworshak Unit 3 is a 266,316 kVA, 13,800 volt, 128.6 RPM Francis type hydro-generating unit built by Allis Chalmers circa 1970, located at Dworshak Dam, Ahsahka, Idaho, Clearwater County. This contract will be to provide all labor, materials, incidentals, and equipment to, in general, disassemble Dworshak powerhouse generating unit 3, provide and install a new stator core and stator winding, and reassemble and commission the unit. This contract also includes a machine condition monitoring system as well as testing for model validation and compliance with WECC/NERC. Specific items include, but are not limited to: a. Perform all work required to comply with site operations, environmental protection, and safety and health provisions. b. Perform pre-disassembly inspections and alignment measurements. c. Disassemble generator unit. d. Establish a centerline for the reassembled unit. e. Clean and inspect disassembled components, including turbine and generator guide bearing. f. Replace turbine and generator guide bearing RTDs. g. Remove and dispose the existing surface air coolers and furnish, install, and test new surface air cooler assemblies, associated piping, and valves. h. Perform refurbishment of rotor poles. i. Design, manufacture, shop test, and deliver one complete set of stator bars, stator core laminations and all accessories needed for a complete winding assembly, ensuring circularity. j. Remove and dispose of the existing stator core and install the new laminations. k. Remove and dispose of the existing stator windings and install and test the new stator windings and accessories. l. Remove and dispose of the existing fiberglass air shrouds and install new air shrouds for stator end turns. m. Repair minor foundation crack repairs near sole plates. n. Reassemble the generator unit and perform complete alignment of generator unit. o. Perform post-assembly measurements, inspections, and tests as necessary. This includes model validation once the unit is returned to service. Due to numerous constraints and environmental requirements for Dworshak powerhouse, generating unit 3 can only be out of service from 01 September 2016 to 01 May 2017. The Contractor shall have sufficient resources to complete the work within the stated duration. Prior to beginning disassembly of Unit 3, the Contractor shall demonstrate that all necessary materials are on site, or scheduled to arrive in time such that work may begin and be completed within the allowable outage timeframe. Location of the work is Dworshak Dam, Ahsahka, Idaho, Clearwater County, ID The magnitude of construction is estimated to be between $10,000,000 and $25,000,000. The resulting contract will be firm-fixed-price. All solicitation documents for Request for Proposals No. W912EF-15-R-0019 will be posted to the FedBizOpps (FBO) website, https://www.fbo.gov. Posting will be made on or about 15 May 2015. Proposals will be due no sooner than 30 calendar days after the solicitation is issued. See the solicitation for details about the proposal due date. The solicitation is open to both large and small business concerns. The small business size standard for NAICS Code 237990 is no more than $36,500,000 in average annual receipts. A site visit will be offered approximately 28 May 2015. See solicitation for details about the site visit date, time, and location. Only one site visit is expected to be offered. Important Note Regarding Access for Foreign Nationals: It takes from 2-4 weeks to obtain clearance for foreign nationals to enter the project site. If your company wishes to have a foreign national participate in the site visit for this project, you are strongly encouraged to submit the required identification immediately. To request clearance for foreign nationals, submit the names and position titles of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph 9INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
