Description
The National Park Service, Statue of Liberty National Monument and Ellis Island and United States Park Police (USPP) have a requirement for the purchase, installation, and maintenance of closed circuit television (CCTV) cameras. The purchase of additional cameras will enhance the core system at key locations around the Statue of Liberty and Ellis Island. This is critical to visitor safety and will improve loss prevention capabilities within the park. The estimated cost for this requirement is estimated to be $538,000 over a five year term. The requirement will be acquired in the absence of competition in accordance with FAR Part 6.302-1 -Only one responsible source and no other supplies or services will satisfy agency requirements 41 USC 253(c)(1). The purchase and installation of the CCTV cameras on Ellis Island is required to be delivered, installed and fully integrated by September 15, 2015. The supply and install requirement is to purchase rugged, exterior-type PTZ and fixed HD pixel cameras which are to be fully integrated into the park ¿s current CCTV system. Specific characteristics of the purchase, installation and integration that limit availability to a sole source are the technologies behind the system design and integration. The current CCTV system was received as a donation from Total Recall Corporation (TRC). The system donation was approved by NPS Director, Jonathan B. Jarvis on September 14, 2012. The donation valued at $4.3 million, of which $2.4 million represents a ten (10) year comprehensive maintenance and service agreement. The components of this CCTV system are highly technical, mounted in historically sensitive, secure and inaccessible locations and are prone to failure when exposed to the harsh environment and salt air at Liberty Island. No other party has access to the contractor ¿s proprietary system. Should a third party contractor add hardware and software to the system, Total Recall Corporation would discontinue the maintenance and service agreement, thereby voiding the existing warranty for the current CCTV system. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
