- CDRLs amendment 1 in Word Format (in Track changes state for review, please change to final for printing purposes) Pricing Sheet amendment 1 in Excel Format GFE/GFI amendment 1 in Word Format (in Track changes state to allow review, please change to final for printing purposes) SOW amendment 1 in Word Format (in Track changes state to allow review, please change to final for printing purposes) Q&A responses in Excel Format (contractor info redacted) The U.S. Coast Guard (USCG) is issuing this Request for Proposal (Amendment 1) for the following: USCG has a requirement to perform post-production modifications (missionization) on newly delivered C-130J aircraft. The Missionization effort involves nose-to-tail modifications to the aircraft to incorporate the next-generation Minotaur Mission System Suite (MSS+) as well as the radar, sensors, and remaining C4ISR equipment that will enable aircrew to gather and process surveillance information for transmission to other shore and surface operators. Additionally, existing HC-130J aircraft (already missionized) must undergo modifications to be retrofitted with the MSS+ solution. These aircraft currently contain a legacy Mission System Suite (MSS) that is no longer procurable in its current configuration and has become economically unsupportable due to diminishing manufacturing sources (DMS) and material obsolescence. Removing the legacy MSS and incorporating the MSS+ on these aircraft will significantly mitigate the effects of both hardware and software obsolescence, plus offer an increase in Mission System performance over the legacy MSS.
