Description
The US Army Mission Installation Contracting Command - Fort Belvoir hereby provides notice of its intent to award a sole-source modification for $3.2M in Other Direct Costs (ODCs). The intent of this action is to increase the not-to-exceed ceiling of the ODC Contract Line Items (CLINs) for Option Year One and Option Year Two of existing Contract No. W91WAW-12-D-0017. This contract was competitively awarded to CALIBRE Systems, Inc. (CALIBRE) in August 2012. CALIBRE's corporate headquarters reside at 6354 Walker Lane, Alexandria, Virginia 22310. There is no funding associated with this immediate action. Funding will be provided at the task order level. This action is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The Army Strategic Leader Development Program (ASLDP) purpose is to provide training, education and developmental opportunities for Army senior leaders that enhance their skills for strategic leadership and prepare them to effectively contribute to the national security policy process in positions across the Army, the Joint Force and across the Department of Defense. This training is provided through conferences and seminars several times throughout the year. The program is supervised through the Office of the Chief of Staff/Chief's Planning Group. It has evolved under the direct leadership of the Army's CSA since its inception in late 2001 and continues as a developmental program for strategic leaders. The CSA provides the guidance for the program's composition and conduct. ASLDP is executed in accordance with the FAR and Secretary of the Army Policy for Conferences. The ASLDP program is a dynamic program, which educates and trains our Army's most senior Military officers and civilians. The program is fluid by nature as the Army's mission, requirements, and needs change on a daily basis, and as such it is extremely difficult to forecast each year's program requirements with any high degree of accuracy. Due to mission, requirements and needs, the Chief of Staff, Army (CSA) has increased the number of ASLDP event requirements. Furthermore, the anticipated number of attendees has increased significantly. Therefore the ODC ceiling increase is needed so the ASLDP is not at risk due to delays, work stoppage, or program termination. The increase in Other Direct Costs (ODC's) is directly related to the increase in the number of Chief of Staff, Army directed conferences and courses, and the increase in the number of attendees at Army Strategic Leader Development Program courses and forums. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Army's requirements will be considered for award. The Army will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registration requirements may be viewed via the Internet at http://www.sam.gov. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Kenneth Lutes by email at kenneth.l.lutes.civ@mail.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
