SMALL BUSINESS EVENT - ‘2015 UNDERSTANDING THE DEFENSE CONTRACT AUDIT AGENCY (DCAA) PROCESS WORKSHOP NO. #1 - *DCAA Overview *Accounting System Requirements *Contract Briefs Solicitation Number: 15-SN-0008 Notice Type: Special Notice Synopsis: The Office of Naval Research (ONR) Office of Small Business Programs (OSBP), and Defense Contract Audit Agency (DCAA) Office of Audit Liaison will be hosting a series of workshops to assist Washington D.C. Metro Area Small Businesses to gain a better understanding of the DCAA process. These workshops are designed to assist Small Businesses in different financial aspects of government contracting. The following topics will be addressed during Workshop Number #1: INTRODUCTION AND DCAA OVERVIEW: The presentation will provide an overview of the DCAA including the responsibilities and duties. The types of DCAA audits can that can be performed throughout the various phases of a contract will be discussed. Finally, participants will learn about the DCAA Internet resources and presentations that are available. ACCOUNTING SYSTEM REQUIREMENTS: The presentation will provide an overview of the pre-award accounting system design review process. Participants will learn what occurs prior to the award of a cost-type contract, what is contained in the Standard Form 1408, and what the applicable DFARS regulations say with regard to what comprises an acceptable accounting system. Total contract costs, including direct costs and indirect costs will be discussed. Examples of typically seen indirect rates as well as a discussion of selecting a proper allocation base will also be provided. Participants will learn about the FAR Part 31 and applicable DFAR clauses that cover allowability, allocability, and reasonableness as well as concepts such as Contract Terms, Accounting for Contract Costs, Labor System, Timekeeping, Unallowable Costs, Cost by Contract Line Item, Billings, Cost Accounting Information, and Management Reviews/Internal Audits. Finally, some common deficiencies will be discussed. CONTRACT BRIEFS: The presentation will provide an overview of the reasons for requiring that contracts be briefed and what needs to be included in a contract brief. Participants will also be shown the DCAA Incurred Cost Electronically (ICE) model Schedule O, which provides a standard template, and where to find the template on DCAA's public website. ABOUT THIS WORKSHOP These workshops will provide targeted information to Small Business vendors, Small Businesses interested in the Navy/ONR Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Program or current Navy/ONR SBIR/STTR contract holders within the Washington D.C., Maryland, and Virginia commuting area to assist with audit issues that relate to the Small Business community. Small Businesses are encouraged to attend this or other future Workshops so that they may be able to better understand and navigate through the DCAA audit process. At the end of the workshop(s) attendees should gain better insight about pursuing approved cost accounting systems which will position companies to submit compliant cost proposals.
