- The Federal Aviation Administration (FAA), Flight Inspection Services (FIS), Aircraft Maintenance and Engineering Group (AMEG), Oklahoma City, Oklahoma, request proposals to provide aircraft maintenance and logistics support services for the United States Marshall Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) Boeing transport category aircraft in Oklahoma City, Oklahoma. These aircraft are owned and operated exclusively by JPATS. The aircraft must be airworthy, in a fully mission-capable status and available for flight. The normal flight schedule calls for daytime flying, Monday through Friday. These aircraft can be expected to fly approximately six (6) unscheduled weekend air operation missions during this period of performance in support of high profile JPATS missions or national emergencies. As such, AMEG must engage all practical resources in pursuit of maintaining the aircraft in an airworthy condition at all times. Supplies and services required by the Government includes purchase of parts, materials, consumables, repair or overhaul of aircraft component parts and assemblies, obtaining aircraft maintenance and aircraft technical services. The response time for supply and services is critical to return the JPATS Boeing aircraft to airworthy and mission capable condition. Due to the mission requirements of the Boeing aircraft, many of the requests for supply and services are for śAircraft-On-Ground ť (AOG) situations. The JPATS ™s Boeing aircraft is committed to a 24 hour a day, 7 days a week operation, and availability of the aircraft is critical to meet the mission requirements for movement of prisoners and detainees without delay. This is a combined synopsis/solicitation for commercial parts and services prepared in accordance with the Uniform Contract Format, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written separate solicitation will not be issued. Therefore, any costs associated with vendor ™s Request for Proposal (RFP) submissions will be solely at the interested vendor ™s expense. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
