- N00173-15-GA03 RFI Specification I. Description of Effort A vacuum compatible mounting structure and stepper motor based positioning system comprising two independent 3-dimensional positioners spanning approximately 5 meters by 1 meter by 1 meter, for use in a plasma confinement chamber. II. Special Notice This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. III. Background The Naval Research Laboratory in Washington DC has onsite a vacuum chamber that is approximately 1.7 meters diameter and 5 meters long used for plasma physics research. The requested services include: mechanical design of the a mounting structure to support a positioning system inside the vacuum chamber, two positioners with 5 meters of travel, 4 positioners with 1 meter of travel, mechanical design of the integrated positioning system, installation of the finished product, and testing prior to acceptance. There is no incumbent contractor. IV. Resources In order to aid industry in evaluating their ability to provide the requirement, a draft specification has been attached and is provided herein this RFI. V. Capability Statement Organizations responding to this RFI are requested to provide a Capability Statement. The Capability Statement should indicate whether the Contractor is capable of providing the required mounting structure and positioning system and the two optional axis components. The Capability should also state whether the organization can meet the objective values stated in the specification or, if not, provide the values that can be met by the organization's product. The Capability Statement must state whether the organization's product is commercial item, non-commercial item, or developmental item and provide support for that determination. VI. RFI Technical Questions NRL is requesting responses to the following technical questions: 1. What is a suitable design for a mounting structure that can support the positioning system and meets the requirements defined in the specification? 2. What is a suitable design for the "x-axis" that meets our requirements as defined in the specification? VII. Contractor Response Format Please transmit responses by e-mail to Grace Pennington, Contract Specialist, grace.pennington@nrl.navy.mil, in either Microsoft Office or compatible software or in.pdf formats. VIII. NRL asks that interested parties, at a minimum, supply the following information: 1. CONTACT INFORMATION a. Name of company and point of contact (POC) b. CAPABILITY STATEMENT AND RESPONSE TO TECHNICAL QUESTIONS a. Capability Statement and information about offered products or services that meet the requirements listed in this RFI. b. Response to the technical questions listed above. 3. Pricing, Schedule, and Commerciality Information Catalog prices, rough order of magnitude costs, and delivery schedule. 4. Assumptions A list of assumptions, if any, which were considered in formulating the response. IX. Disclosure of Information NRL will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential.
