Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) for Maintenance Dredging for the Saugerties Harbor, Esopus Creek, NY. The proposed maintenance dredging work involves maintenance dredging of approximately 26,000 cubic yards of material from the shallow draft (12 feet MLLW) entrance reach of the Saugerties Harbor Federal Navigation Project Channel located at the confluence of the Esopus Creek and Hudson River; with upland placement of the dredged material in the federally owned Houghtaling Island dredged material placement site (DMPS). Maintenance dredging will be performed by a contractor provided mechanical dredge equipped with a closed environmental bucket. The contractor is required to transport the dredged material to the DMPS and offload the dredged material into the designated containment area. The dredge area is located approximately 29 miles from the Houghtaling Island DMPS. The contractor is required to properly prepare one containment area (Area B), which is comprised of three separate cells within the Houghtaling Island placement site, in accordance with the contract requirements prior to placing the dredged material. Placement site work includes, but is not limited to: the clearing and disposal of light vegetative cover, minor excavation of fill material, inspection and reinforcement of existing containment dikes, preparing and operating existing weirs in the area designated for the placement of the dredged materials, management and grading of dredged material fill during placement, interim and final stabilization of the DMPS, and the production of an as-built map at completion of final stabilization operations. The contractor will also be responsible for performing all water quality sampling, testing and monitoring activities to insure compliance with contract requirements. Potential bidders are encouraged to inspect the Saugerties Harbor dredge area, and the dredged material placement site prior to bid opening. A one-time pre-bid site visit to the dredged material placement site will be scheduled for registered contractors and subcontractors. Information regarding access to the Houghtaling Island site can be obtained through the Albany Field Office POC. The Contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed, to prosecute said work diligently and to complete the work no later than ninety (90) calendar days after the receipt of the notice to proceed. This procurement is being solicited under 100% Small Business Set- Aside. The North American Industry Classification System (NAICS) code is 237990. The business size standard is $27,500,000 and the SIC CODE is 1629. The estimated cost range of this project is between $1,000,000.00 and $5,000,000.00. Plans and Specs for the subject project would be available on or about 07 May 2015 with Bid Opening date on or about 09 June 2015 at 2:00 PM (Eastern Standard Time). Liquidated Damages - $1050.00 per calendar day until all work under the contract are accepted. Paper copies of this solicitation and amendments, if any, will not be available or issued.
