- RFQ-RT-15-00051 Sole Source Justification In accordance with FAR 13.106-1(b)(1), the National Computer Center (NCC) Office of Technology Operations and Planning (OTOP), Hosting and Storage Solutions Branch at EPA Research Triangle Park, intends to award a sole source firm fixed-price purchase order to Chemical Computing Group (CCG), Molecular Operating Environment (MOE) software and three additional (3) tokens to meet modeling requirements in support of EPA researchers. The three tokens under this license will be used within the Center for Environmental Computing (CEC), National Computer Center (NCC), Research Triangle Park, North Carolina. MOE is proprietary software of the CCG, and as such, CCG is the sole source for licensing and maintenance. To maintain continuity of operations and to avoid converting to un-tested, un-validated molecular modeling application, it is necessary to purchase an annual license lease for MOE. Additionally, using any other molecular modeling application would require: Running all existing models using the new application and then validating these models against the MOE output result. Testing the results using existing post processing tools or purchase different post processing tools. Annotating all published documents which use MOE output. This would result in contractor costs, potentially other licensing costs, and a large loss of productivity of EPA scientists and researchers. This product has been used by EPA researchers for at least seven years, and is required for continuity in molecular modeling. The projects requiring MOE are essential mission projects including QSPR, which is modeling prediction of reactivity/removal of organic chemicals in drinking water. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement by the response date indicated above. Timely responses will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
