Description
Justification and Approval for Use of Other Than Full and Open Competition As indicated in the Presolicitation Notice posted under solicitation number N00421-14-C-0040, the Government awarded a contract modification, P00015, on a sole source basis to incumbent, BAE Systems Technology Solutions and Services, Inc., 520 Gaither Road, Rockville, MD 20850-6198, under contract N00421-14-C-0040. This award will provide an additional 389,000 (three hundred, eighty-nine thousand) hours of Engineering and Technical Services along with associated Travel, Materials, and NMCI for the continuance of critical development, testing, installation and maintenance of equipment, systems and subsystems to NAWCAD 4.11 St. Inigoes while the competitive follow-on contract is being procured. The period of performance is 12 months, from 01 May 2015 to 30 April 2016. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements," BAE Systems Technology Solutions & Services is the sole source capable of satisfying this requirement without creating a break in service that would negatively impact fielded systems, sponsor schedules, project schedules, project costs, operations and operational readiness. It is impractical, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance. Therefore, due to the nature of this requirement and the impracticality and substantial costs, the Government would incur and not recover through competition; this contract modification was awarded on a sole source basis.
