Description
SOURCES SOUGHT NOTIFICATION The Mission and Installation Contracting Command, United States Military Academy, West Point, NY (MICC-West Point) is seeking sources for the following: Conducting Sociological Surveys in Russia 1. General/background: This Performance Work Statement (PWS) describes the requirements for qualified entities, either foreign or U.S./domestic, to conduct sociological surveys in Russia. The potential vendor would be permitted to employ sub-contractors to perform this work in Russia. 2. Objectives: The public opinion surveys are to be conducted in Russia on representative national samples and are expected to generate empirical data for two (broad) research questions: a) The character of Russian nationalism. b) The perceptions of Russian citizens of their 20th century history. 3. Scope: the project will comprise the administration and analysis of approximately twenty (20) survey questions in a nationally representative sample of +/- 1600 (N= 1600). a.Final offers will require a, per/unit cost (single question) and also a total cost (for all twenty (20) questions). b.Final offers must include any applicable value-added tax/VAT on a separate line; if the offer would be exempt from VAT, the provider must specify the conditions under which exemption is granted by the host government. c.Surveys can include either telephone and/or in-person versions. If there are any cost differences those costs would need to be identified. d.Surveys shall include, at a minimum, the following socio- demographic variables (cross-tabulations): gender; age; nationality; education; consumer/economic status; population center size (to include Moscow); type of employment ( quote mark manager quote mark, quote mark blue-collar worker quote mark ; etc.); degree of religiosity (do you consider yourself a religious person: quote mark yes- probably-no quote mark ). 4. Period of Performance: The surveys must be executed and analyzed in full no later than September 15, 2015. An implementation schedule specifying breakdown and timing of activities will be required. 5. The successful vendor should have a record of performance for the previous five years and provide references directly related to the project under review. An example of this would be a list and short summary of similar surveys and analytical reports completed over the past five years included in the offer. 6. All offers shall include the names and curricula vitae of individuals who are to complete the services. Fluent Russian is a requirement. Fluency in Russian and English is considered a strong asset. The team leader should have at a minimum a Master's degree in a discipline directly relevant to the services to be performed (designing and administering sociological surveys). A team leader with a doctorate in sociology or a related discipline will be considered a distinct advantage. A team member must be an expert in statistics: for example, a masters in mathematics/social science with specialization in statistics; at least five year professional experience in using various statistical packages; fluent in Russian. 7. The offer should include the proposed methodology for the completion of services. The service provider must describe how it will address/deliver the components. This requirement shall include a description of the essential performance characteristics; reporting conditions; and quality assurance mechanisms that will be put in place. The provider shall also demonstrate that the proposed methodology will be appropriate to the local condition and context of the work. Your business must also be registered on www.sam.gov. ADDITIONAL NOTE: OFFEROR (vendor) QUOTES ARE NOT REQUIRED AND WILL NOT BE ACCEPTED AT THIS TIME. This is not a solicitation but a notification in an attempt to identify the pool size and demographics of potential offerors for a possible, upcoming purchase.
