- This is a pre-solicitation notice (synopsis) for a broad agency announcement (BAA). The Federal Highway Administration's (FHWA) Office of Safety Research and Development helps to reduce highway crashes and related fatalities and injuries by developing and implementing safety innovations in a nationally coordinated safety research and development program. A Naturalistic Driving Study (NDS) was conducted as part of the second Strategic Highway Research Program (SHRP2) and it includes data from 3,150 volunteer participants, ages 16-80, from six sites across the U.S. The data collected includes video of the driver, vehicle location, forward radar, vehicle control positions, and many other data elements. These data were collected continuously from all trips taken by each participant over 1-2 years resulting in a dataset that includes 2 petabytes of data covering over 5 million trips and 49.5 million miles traveled. The SHRP2 NDS data is complimented by the Roadway Information Database (RID), containing detailed roadway data collected on approximately 12,500 centerline miles of highways in and around the study sites plus additional information on approximately 200,000 centerline miles from state inventories, including crash histories, traffic volumes, weather conditions, work zones, safety laws and active safety campaigns in each of the six study areas. The FHWA has a requirement for research that improves highway safety through analysis of the SHRP2 safety data. This BAA intends to fund research with a primary focus on the SHRP2 NDS and RID data in support of the vision and goals of the FHWA Office of Safety R&D. This BAA intends to utilize a phased approach with Phase I constituting a preliminary examination of the data and insight into its application for solving a roadway safety concern. A Phase II will be based on the success of Phase I. Research in the second phase shall define and undertake innovative approaches that ultimately provide real-world solutions to roadway safety concerns. As a requirement for this BAA, the following capabilities must be demonstrated: show support from a State DOT(s), commensurate knowledge of highway safety and include personnel with appropriate experience, an understanding of the SHRP2 Safety data and the related data access requirements, and a multi-disciplinary team that may include non-traditional traffic safety disciplines. The FHWA may award either contracts or cooperative agreements as a result of this BAA.
