Description
This Source Sought notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. This requirement is assigned a code of 237990 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $36.5M per annum. Statements should also include the eligible business concern's name, point of contact, address, and DUNS number. 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), through its Transatlantic Division (TAD), Middle East District (TAM), is evaluating the ability of businesses to perform the Breakwater & Ammunition Pier Repair located at the Kuwait Naval Base (KNB), Kuwait (known locally as Mohammed Al Ahmed Naval Base). The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $25,000,000 and $100,000,000 with an anticipated period of performance of 640 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to repair the south breakwater and ammunition pier at Kuwait Naval Base. KNB was originally constructed in the late 1970's and over the last 40 years the superstructure of the south breakwater and the ammunition pier (which is accessed from the breakwater) has fallen into disrepair. There is significant cracking and various types of damage to the concrete superstructure of the breakwater. The breakwater is approximately 1.2 kilometers in length and creates an artificial harbor for the portside operations of KNB. The breakwater supports a roadway allowing two-way traffic to the head of the breakwater, as well as various utilities (including fuel, water, sanitary sewer, and electrical service). The scope of this project includes the replacement of the ocean side parapet wall, repair of various instances of concrete spalling and cracking on the harbor side of the breakwater, various aesthetic improvements to all parts of the breakwater, resurfacing and pothole repair of existing roadways, replacement of harbor side sidewalks, repair and/or replacement of an indicated number of harbor side foundation blocks, and the replacement of all utilities lines. The scope also includes the replacement of access ladders, moorings, water filling stations, sewage offload stations, fueling points, electrical connections for moored vessels, fire suppression connections points, light poles, and navigational lighting. The ammunition pier is approximately 1875 square meters in size, with two access bridges to the roadway on the breakwater, and is used for ammunition loading and off-loading operations. The scope of the project includes the removal and replacement of the concrete decking and all other features of the ammunition pier with the exception of the existing support piles, including the two bridges connecting the ammunition pier to the breakwater. Prior to construction beginning on the ammunition pier, an alternative ammunition pier must be constructed so that periodic ammunition off-load operations can continue during construction. Capability Statement/Information Sought: In addition to the abilities to perform the work identified in this sources sought, interested parties must provide information regarding their ability to be licensed to perform work in Kuwait and must provide evidence of their ability to obtain Corporate or individual sureties as described in the Federal Acquisition Regulations, Subpart 28.2. Corporate sureties offered for Performance and Payment bonds must appear on the list contained in the Department of Treasury Circular 570, quote mark Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and Acceptable Reinsuring Companies. quote mark. The Department of the Treasury Circular 570 may be obtained via the internet at http://www.fms.treas.gov/c570/. Page Limitations: Interested qualified organizations should submit a capability statement, not to exceed 15 total single-spaced pages using a 12-point font size at a minimum, that clearly details the ability to perform and that addresses the specific requirements described above. All proprietary information should be marked as such. Responses will be reviewed only by US Army Corps of Engineers personnel and will be held in a confidential manner. Delivery Point and Common Cut-Off Date and Time: All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) to Kenneth Baker, Contract Specialist at kenneth.g.baker@usace.army.mil in MS Word or Adobe Portable Document Format (PDF) no later than May 10, 2015, 3:00PM EST. The subject line must specify quote mark BREAKWATER & AMMUNITION PIER REPAIR - CAPABILITY STATEMENT quote mark. Facsimile responses will not be accepted. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED.
