Description
This project is for the Runway 12 Precision Approach Path Indicator (PAPI) System Site modifications at the La Porte Metropolitan Airport at La Porte, Texas. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. The project work includes, but not limited to, the following: (1.) Disconnect any PAPI related power using Lock out tag out procedures. (2.) Remove 4 Lamp Housing Assembly (LHA) units (#1, #2, #3, and #4) and the Power Control Assembly (PCA) rack. Remove the existing LB and flexible conduit for the power and control cables to the LHA units. The existing PAPI power and control box, power disconnect switch, and transformer shall not be saved. Remove the existing hand hole pull box and the existing power and control cables shall be abandoned in place if they do not interfere with the installation of the new power and control conduits, wires, etc. (3.) The area around and between the PAPI facility shall be scarified, excavated, existing ground re-compacted for construction of new concrete pads and walkways to new final grades. Excavated earthen materials will be deposited northwesterly of the site and spread out evenly to preserve the existing site grading, no earthen mounds permitted. Other debris shall be removed off site and deposited in an approved disposal facility. (4.) Remove all of the existing 3 foot wide concrete walkway, starting at the west edge of LHA#1 to the east edge of the PCA rack. The sidewalk will be completely replaced. The existing 3 foot wide concrete sidewalk shall be broken up to a size that can be easily removed offsite. (5.) Install 2 EA - 4 diameter Schedule 40 PVC drain pipes between LHA#1 and LHA#2 approximately centered between the LHAs at the existing ground level from the easterly edge of work to the westerly edge of work and parallel to the runway. The same shall be done between LHA#2 and LHA#3 and also between LHA#3 and LHA#4. These are provided to aid area drainage. (6.) Install the junction cans, conduits, power and control wires, etc. There must be no splices in the power and control cables between the LHA units and the PCA rack. Install the PAPI system grounding system. Install the power and control pull box with the traffic rated lid. Install the new PCA foundation and rack with all conduits, support poles, etc. The PCA rack will include the (GFM) Type FA-24000 PCA system power and control unit, the (GFM) transformer, and the (GFM) transient voltage surge protection device and the (GFM) power disconnect switch. (7.) Install (GFM) LHA #1, 2, 3, and 4 and match elevations centerline to the before work LHA#1 centerline. Adjust all LHAs to their respective aiming angle as labeled on each unit. (8.) Concrete shall be placed as shown on the plan, finished, and cured. A broom finish shall be required. Bar reinforcing shall be included in the area to receive concrete, #4 bars at 1 foot centers each way. (9.) Install new 4 inch thick minimum reinforced concrete slab (9 feet by 10.5 feet) over existing concrete area. Match finished elevation to the pad elevation of LHA#1. Concrete shall have minimum compressive strength of 4,000 psi with #4 re-bars spaced 12 inch off-center each way. Install construction and control joints for new walkway and slab. (10.) Install 4 each new 5 inch thick minimum reinforced concrete slab (21feet to 23 feet 4.5 inches by 10.5 feet) over 2 common gravel over compacted native material. Match finished elevation to the top of pad elevation at LHA#1. Concrete shall have minimum compressive strength of 4,000 psi with #4 re-bars spaced 12 inch on-center each way. Install construction and control joints for new walkway and slab. (11.) Install new 5 inch thick minimum reinforced concrete walkway (4 feet by 122 feet 4.5 inches) over 2 common gravel over compacted native material. Match finished elevation to the top of pad elevation at LHA#1. Excavation needed to accommodate the new side walk section shall be done. The ground under areas to receive concrete shall be compacted. (12.) All concrete shall have minimum compressive strength of 4,000 psi with #4 re-bars spaced 12 inch on-center each way. Install construction and control joints for new walkway and slab. The walkway may be installed monolithic with other place concrete. (13.) Install soil embankment with a minimum 10:1 (length:-height) slope around the new slab and walkway. Final fine grading shall be done to improve site drainage as shown on the plan. Hydro-seed the slope with a typical grass seed mix and perform an initial watering in. (14.) Accomplish other incidental duties to accommodate site peculiar conditions. (15.) Restore site power and test all installed equipment. (16.) Clean up the site prior to final approval. (17.) The COR shall approve all installations. A check list of items will be prepared prior to final acceptance. All items must be cleared prior to final acceptance. OPTION A: The following additional work is added to the scope of work but is subject to funding availability. The project bid shall be for the PAPI improvements only, and for a combined bid, PAPI improvements plus Option A, and for Option A only bid. (1.) The driveway area shall be scarified, excavated, and existing ground re-compacted for construction of the driveway to the final grades. Excavated earthen materials will be deposited northwesterly of the site and spread out evenly to preserve viewing the existing site, no high mounds. Other debris shall be removed off site and deposited in an approved disposal facility. Existing underground cables and conduits must not be damaged in the construction process. (2.) Install new 5 inch thick reinforced concrete slab in the driveway area. Match the existing grade between the FAA Power Building and the start of the Vehicle Turn Around area. The vehicle turn around area shall be installed at the new final grade elevation of the LHA#4 and the PCA Rack base. Fill the area under the new slab with 90% compacted select fill material. Concrete shall have minimum compressive strength of 4,000 psi with #4 re-bars spaced 12 inch on-center each way. Install control joints for new driveway at 100 foot intervals. Install weakened plane joints at 10 foot intervals. The performance time is 20 calendar days for the initial required work and 10 calendar days for the optional work, with the performance for both, if awarded, to be done concurrently. The anticipated start date of project is July 7, 2014. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
