Description
The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Technology for Energy Corporation, San Diego CA for a quantity of fifteen (15), Model DI-811A Portable Vibration Analyzers with accessory kits. This electronic equipment is required to support the Navy calibration workload as inventory replenishment at Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and the Navy Primary Standard Calibration Laboratory. Technology for Energy Corporation is the Original Equipment Manufacturer (OEM) for the calibration equipment required. The OEM owns the design rights and drawings for the DI-811A, Portable Vibration Analyzer, which are not available for sale to the Navy. The DI-811A Vibration Analyzer is specified for use in approximately nine NAVAIR Instrument Calibration Procedures (ICP's) to calibrate various test sets including Vapor Cycle Test Stands and Vibration Test Sets. Procuring an alternate analyzer would result in excessive duplication of cost not expected to be recovered through competition. The tasks contributing to the total ICP cost are to re-write each procedure, perform engineering analysis, certification, interval analysis, publication and database element support. In addition to the significant cost impact of procuring an alternate analyzer, time delays for fielding portable vibrational calibrators to labs afloat and ashore would likely occur. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
