Description
This RFQ is hereby Modificed as follows: 1-The Salient Characteristics are removed and replaced with Revised Salient Characteristics, title as such, Dated Apr/23/2015. 2-The Response Date is extended to May/04/2015 7:00 AM EST This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplement with additional information in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ HSCG44-15-Q-PC8037. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. This procurement will be processed in accordance with FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) is 334511. The SBA size standard is 750 Employees. This IS A TOTAL Small Business Set-A-Side. This is a Brand Name or Equal solicitation in accordance with FAR 11.104(b). Salient characteristics are listed below and are firm requirements. The Brand Name is SIMRAD. All Items are to be NEW ITEMS. Used or Refurbished items are NOT acceptable and will not be considered for Award. The USCG Command, Control and Communication Engineering Center (C3CEN) Portsmouth, VA intends to purchase two (2) each, SIMRAD NSS12 evo2, with associated cables and installation material. The Coast Guard does not own nor can they obtain specifications, drawings, plans or other technical data for this item. Request for drawings/specs will be disregarded. Items are to be new items. Used or Refurbished items are not acceptable. Any Offerors that can provide the items as requested are encouraged to provide a Firm Fixed Price Quotation IRT this Fed-Biz-Ops RFQ Solicitation. The USCG/Government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered including the offerors proposed Delivery time frame as to meet the Governments Delivery Schedule as listed below in FAR 52.211-8. NOTE: The Offeror shall complete the Proposed Delivery Schedule in FAR 52.211-8 below to be considered for Award. All items are required to be shipped to U. S. Coast Guard, C3CEN, 4000 Coast Guard Blvd, Portsmouth, Virginia 23703-2199, unless otherwise directed. *PLEASE NOTE* Interested Offeror's are to provide Firm Fixed Price Proposals with Delivery Information by MAY/04/2015 @ 7:00AM EST. Delivery Information is to include the Shipping Terms the Offeror is proposing, FOB Origin or FOB Destination. Destination is preferred by USCG/GOV. If proposing FOB Origin, provide Shipping cost as a separate line item. FIRM FIXED Price Proposals may be submitted on company letterhead stationery and must include the following information: Cost Breakdown, Unit Price, Extended Price, Total Price, Payment Terms, discount offered for prompt payment, Company DUNS and Cage Code. Email quotes are acceptable and may be emailed to D05-SMB-C4ITSC-CPD-C3CEN-TeamS@uscg.mil Anticipated Award Date for the PO Contract is MAY/05/2015, this date is approximate and not exact. INSPECTION AND ACCEPTANCE: The Contractor shall only tender for acceptance those Items that conform to the requirements of this Order/Contract. The Government/USCG reserves the right to Inspect or Test any Supplies or Services that have been tendered for Acceptance. The Government may require repair or replacement of nonconforming supplies or re-performance of nonconforming Services at no increase in contract price. If repair/replacement or re-performance will not correct the defects or is not possible, the Government/USCG may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights- (1) Within a reasonable time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. Final Inspection and Acceptance will be performed by Gov/USCG Authorized Personnel at the point and location of Destination as stated on the Order/Contract, unless otherwise stated on the Order/Contract. SCHEDULE B: Base Requirement is Line Items 1, 2 and 3 Line Item 1: 02 each, SIMRAD NSS12 evo2 Chartplotter / Multifunction display, Part No.: 000-11192-001 Line Item 2: 02 each, XT-20BL-20 Transducer extension cable (20ft), Part No.: 000-0099-94 Line Item 3: 02 each, Video cable, Part No.: 000-00129-001 Optional Items are Line Items 4, 5 and 6 Line Item 4: Option to purchase up to 28 each, SIMRAD NSS12 evo2 Chartplotter / Multifunction display, Part No.: 000-11192-001. Line Item 5: Option to purchase up to 28 each, XT-20BL-20 Transducer extension cable (20ft), Part No.: 000-0099-94 Line Item 6: Option to purchase up to 28 each, Video cable, Part No.: 000-00129-001 This procurement will be conducted in two (2) Phases. Phase 1. The Government will conduct a 30 Day Technical Evaluation of the Items received in ref to Line Items 1, 2 and 3 for performance and compatibility with existing Coast Guard Systems. Phase 2. Based on the outcome of the Technical Evaluation, the Government, at its discretion, may Exercise an Option to purchase up to an additional twenty-eight (28) each of line items 4, 5 and 6. PROVISIONS / CLAUSES: • The Following FAR Provisions apply to this Solicitation: FAR 52.211-6 - Brand Name or Equal (Aug 1999) FAR 52.212-1 -- Instructions to Offerors -- Commercial Items (Apr 2014) FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014). Award will be made to the Offeror proposing the Best Value to the Government considering specification, price, delivery, past performance and quality. FAR 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (Dec 2014) to include Alt I (Dec 2014). An Offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an Offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the Offeror shall complete only paragraphs (c) through (o) of this provision. FAR 52.217-5 - Evaluation of Options (Jul 1990) • The following Clauses apply to this Solicitation and awarded Contract. The Government may require the delivery of the numbered line item, identified in the Schedule as an Option Item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the Option by written notice to the Contractor within 5 days after the completion of Phase 1 above. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected. In accordance with FAR 4.1201 (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration. Please ensure completion prior to submission of your quote. Also note that paragraph (b) of FAR 52.204-8, applies. Revised Salient Characteristics Dated Apr/23/2015 The Vendor must provide all material to provide an echo sounder system. The US Coast Guard will integrate and install the echo sounder system. Any materials, components and labor sub-contracted in meeting the requirements herein are the responsibility of the Vendor. The factory assembled and tested echo sounder must be a stand-alone unit equipped with an internal sonar module and display. 1. Performance and General Requirements a) Compatible with 50/200 kHz transducers. b) The system shall have a Dual Core Processor. c) The system shall have internal sonar module. d) The system shall be powered by 24 VDC. e) The primary presentation shall be a suitable size color graphical display which provides the immediate depth and a visible record of soundings. f) The system shall support NMEA 0183 inputs and outputs with the following: i. Support baud rates of 4800, 9600, 19200 and 38400. ii. Minimum of one transmit channel (RS-422) iii. Minimum of one receive channel (RS-422) iv. Capable of transmitting ‘DBT' and ‘DPT' NMEA 0183 sentences v. Capable of receiving GGA, GSA, GSV, HDT, VTG NMEA 0183 sentences g) Shall have the ability to review depth history. h) System must include hardware for flush mounting and on gimbal type bracket. i) System shall meet a minimum waterproof rating of IPX7. 2. The echo sounder software shall include at least these functions, features and tools to enable the operator to do the following: a) Have a Variable Range Marker (VRM) feature. b) The systems auto range function shall allow user the option to disable. c) System shall have a minimum display resolution of 1280 x 720. d) System shall have a day/night display setting. e) Interface can be a combination of both touch screen and physical controls. f) Shall have the ability to view sounder history. g) Shall have the ability to record echo sounder data. h) Shall have the ability to retrieve the recorded information. 4. Accessories a) Proposal shall include NMEA interface cable compatible with display for connection to junction box. (minimum of 6ft) b) Proposal shall include transducer cable compatible with display for connection to junction box (minimum of 10ft). 5. Warranty a) Please disclose what type of commercial Warranty accompanies the display? What would the terms of the Warranty encompass (i.e., Repairs, Hardware, etc.)
