Description

Justification for Other than Full and Open Competition This emergency purchase order is awarded under the authority of 10 USC 2304(c)(2). In accordance with FAR 6.302-2 Unusual and Compelling Urgency, remediation services are required due to flooding in the Building 35 Animal Facility. If water is not cleaned up immediately, mold can form causing health and safety concerns for personnel working in these areas as well as the animals and the animal facilities. Mold mitigation must be performed immediately. Due to the urgency of the requirement and in accordance with FAR 13.106-1(b), work will be performed by PBI Restoration. Since this is an emergency requirement, in accordance with FAR 6.305(b), in the case of a contract permitted under 6.302-2 Unusual and Compelling Urgency, the justification shall be posted within 30 days after contract award. The anticipated period of performance is as soon as possible after the notice to proceed. The longer the delay in making this award, the Government will bear possible serious safety hazards and greater financial impact. In accordance with Health and Human Services Acquisition Policy, HHSAR 306-303 (b)(1), Justifications for acquisitions at or below the simplified acquisition threshold may be in the form of a paragraph or paragraphs contained in the requisition or other acquisition request document. The amount of this award is 2,508.52.
