- THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine the availability of all responsible sources that have the capability to meet NIST's requirements, described below, for a data publishing system. NIST's Office of Data and Informatics (ODI) has identified a potential need for a data publishing system for select Standard Reference and other scientific data such as material properties data sets. This system must 1) create dynamic Application Programming Interfaces (API), 2) store, catalog and publish multiple datasets, 3) collect and present usage analytics, 4) acquire raw data and metadata from a variety of sources, 5) organize data sets through a customizable system portal, 6) provide multiple views of datasets and 7) allow for secure access to datasets and APIs. The system must comply with NIST 800-53 security standards. NIST is seeking sources capable of providing a data-publishing platform as described herein. A modified commercial system is preferred rather than new software build. Vendors of a commercial system that can be modified to meet the requirements herein are encouraged to respond to this sources sought notice. The specifications below are provided for market research purposes only. Final specifications shall be determined based on information received and NIST's minimum requirements. NIST anticipates the need to acquire a quantity of one data publishing system supporting hundreds of users and thousands of data sets. NIST seeks to purchase a system that will provide a single location where data and metadata can be associated with a simple and well-described API. This API must be Internet accessible and provide administrative tools to enable public and private APIs to working datasets, facilitate the automatic creation of API documentation pages and collect API analytic information to a centralized reporting tool. In addition to the requirements described above, the initial system must meet all of the following performance requirements: User Features • Support multiple levels of access based on users roles (for example, data submitters vs. system administrators) and allow for segregation of data contents by permission (private, public, etc.). • Track modification history of data (who modified the data, when was it modified, from where was it modified, etc.). • Store datasets typically as tables of rows. Provide interfaces to upload and create tabular datasets from multiple sources such as spreadsheets and transactional databases. • Allow version control of data and metadata, providing an interface for users to take and view snapshots of datasets. • Allow for the manipulation of datasets through an interactive web form. Ability to pull and push data stored in the system over the Internet. • Allow for the creation and storing of multiple forms for each dataset both for data entry and data visualization. • Provide easy to use, well-documented tools to publish and update data sets including unique public URLs for each dataset. • Provide tools to share data sets with other platform users and external users. • Supports downloading datasets in multiple formats: PDF, CSV, JSON, RDF, RSS, XML. • Allows users to upload existing XLS, CSV datasets and allowing for the creation of new datasets by defining a custom schema and manual data input online. System Features • Ability to display datasets in a variety of forms, maps and tabular views accessible through an online data portal. • Ability to link datasets to external sources though external URLs. • Automatic API generation for all datasets stored in the system with at a minimum RESTful access. Provides tools to interrogate datasets during the upload process to create an accurate API. Provide an API-based query language to datasets stored on the platform such as Structured Query Language. • Ability to secure and limit access to API interfaces with unique API tokens, throttling and other access controls. • Ability to automatically generate API documentation or developer pages. Present unique developer documentation with each dataset view. • Ability to catalog APIs and datasets and present them in a user-friendly portal interface based on a managed set of data categories. • Ability to search across all datasets presenting results in a simple interface with links to specific data entries and datasets. • Provide a usage dashboard based on dataset views and API utilization in a graphical form including trends and performance indicators. • Ability to customize data collection themes and look and feel of data portal and catalog. • Provide tools or code to embed datasets on external websites via applets. Connectivity • System must be cloud based as well as have the option to host internally to NIST if required at a future time. • System must comply with NIST information technology security requirements. • Have the ability to connect from anywhere inside the NIST firewall through web interface (preferred) or dedicated interfaces. • Support for multiple operating systems (PC, Mac, Linux) to use or connect to the system. • Unattended backup and remote administration. • The system must have the ability to query, pull and push data entries using scripts. Support scriptable interactions on computer workstations (such as pushing data to system, pulling data from system using command line tools (such as bash, Python, R, etc) and software clients like Microsoft Office from multiple operating systems (Windows, Mac, Linux). • Provide communications tool for data owner and consumers through email or via comments related to a dataset entry. RESPONDING TO THE NOTICE Vendors are requested to provide detailed information on their available commercial product(s) as well as their ability, experience and expertise to modify the commercial product to satisfy the above requirements. Vendors are encouraged to respond and identify any or all of the requirements that they can meet, whether or not they have the ability to meet all of the initial system performance requirements and/or enhancements. In addition, any other information on the vendor's capability, expertise and experience, considered pertinent to the requirements will be considered by NIST including customer development services, project management services, visualization consultations, data set curation, accessible user documentation and knowledge bases, and other professional services. The following information must also be submitted: •Name and address of the company; •Indication of number of days after receipt of order that is typical for delivery for the material described herein; •An estimate of the price to provide the required system. The vendor may provide an estimated range for the price of the commercial product including necessary upgrades or enhancements. This estimate may be utilized for budgeting purposes. Therefore, it is preferred that the range be within 10% of the total estimated price. This estimate is non-committal and will be held by NIST as confidential. •Approximate yearly charges for maintenance and enhancements to the system for subsequent years. All information must be submitted to Grace Garrity, Contract Specialist, via email to Grace.Garrity@nist.gov not later than 9:00 AM ET on Monday, May 4, 2015. Original submissions are not required.
