Description
Afghanistan security assistance Sources Sought only. This announcement constitutes a Sources Sought Synopsis (market survey). This is NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and informational purposes only. The CENTCOM Joint Theater Support Contracting Command (C-JTSCC) Regional Contracting Center- Qatar anticipates a requirement for Afghanistan security assistance, which may require 8 United States Nationals, and 119 Host Country Nationals. The objective for this effort is for the contractor to advise, mentor, train, and provide expertise to Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI) personnel in order to improve and sustain specific governmental processes and systems across the eight essential functions: 1.Financial planning, programming, budgeting and execution (PPBE); requirements generation; developing a resource-informed budget; and executing spend plans. 2.Internal controls to assure transparency, accountability, and oversight (TAO). 3.Civilian governance of the ASI, including adherence to the rule of law. 4.Force generation: train, retain, manage and develop a professional ANDSF. 5.Sustain the force through effective facilities management, maintenance, medical, and logistics systems. 6.Plan, resource and execute effective security campaigns and operations: inter-ministerial and joint coordination; and command, control and employ ground, air and special operating forces. 7.Establish, maintain, and sustain sufficient intelligence capabilities and processes. 8.Maintain internal and external strategic communication capability. The purpose of this program is to procure contractor services of qualified personnel to provide dedicated in-depth mentoring, training, subject matter expertise, assistance and programmatic support to the USG-led coalition that is focused on the missions, functional areas, and tasks listed in this PWS. Services include direct advisory support and support services to assist the ANDSF/ASI in assuming full responsibility for their own security needs as well as full responsibility for sustaining the ANDSF and ASI. This describes senior mentoring, ministerial mentoring, subject matter expertise, training tasks, and direct staff action to the USG-led coalition where the tasks and goals are structured and defined. The changing nature of the security environment and the differences in organizational maturity within the ANDSF/ASI make progress and outcome measurement difficult to attribute to either the contractor, the USG or NATO. The contractor shall accomplish developing the core management and operational systems essential to enable ANDSF/ASI to independently plan, program, manage, and sustain themselves as enduring and effective institutions. For posting purposes only, the relative North American Industry Classification code is 541611 Administrative Management and General Management Consulting Services This U.S. industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business startup, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative; human resource; marketing; process, physical distribution, and logistics; or other management consulting services to clients. Requirement Description: A full list of requirements has not been finalized. However, see attached DRAFT copy of the PWS. Information Requested from Industry: Statement of Capability (SOC) 1. Provide company information including: a. Company name and address b. Point(s) of contact including name, phone number, address and email; length of time in business 2. Describe your organization's experience with similar efforts. This should include documentation of past relevant experience and technical competence with a similar requirement. Identify any federal contract vehicles currently held that provide similar equipment. 3. Describe your skills, knowledge, and equipment required to perform the specified type of work. 4. A copy of SAM.GOV active registration. Must reflect Data Universal Numbering System (DUNS), Commercial and Government Entity (CAGE), and Reps/Certs. 5. State whether your company is registered in the Joint Contracting and Contingency Services (JCCS) system. 6. Discuss any intentions to subcontract and reasons to subcontract. There are no small business set aside requirements associated with this procurement. 7. Identify conditions or issues the Government should consider or may interfere with the intention of this project. 8. Provide any other pertinent information that will assist us in this assessment. All material submitted in response to this RFI must be unclassified. All interested firms with the capabilities identified herein are encouraged to respond to this RFI electronically, by providing the information specified above, on or before 7 May 2015.
