RFI Draft PWS v01 SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for the Chemical Biological Incident Response Force's (CBIRF) Field Training Exercise (FTX) Scarlet Response CONTRACTING OFFICE ADDRESS: 2010 Henderson Road, Quantico, Virginia 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The CBIRF is seeking information for potential sources for non-personal services that provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Initial Response Force (IRF) training and exercise support. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: W911QY-14-D-0022 Contract Type: FFP & CPFF Incumbent and their size: Raython, Large Business Method of previous acquisition: Sole Source, Requirement Contract Please refer to the attached PWS draft. REQUIRED CAPABILITIES: CBIRF's training continuum will reach a point in the 4th quarter where the battalion level mission essential tasks must be addressed in a realistic scenario that stresses the staff's ability to command and control subordinate units as well as respond to the demands of a Department of Defense (DoD) higher headquarters and an incident commander. Today's environment has created the need for flexible, modular units capable of conducting contingency management. CBIRF has the potential to serve as a USMC O6-level headquarters, thereby providing the nucleus for a maneuver element that could serve as a headquarters under a joint task force during the early days of a crisis. CBIRF must function in a Joint and interagency operational environment, seamlessly integrating with both DoD and civilian agencies. This is a difficult and trying task that must be tested in an environment that simulates the stresses that will be associated with these complex command and control arrangements. CBIRF's objective is to conduct plausible, realistic and safe Chemical Biological Radiological Nuclear and High Yield Explosive (CBRNE) response training developed within a joint and interagency environment. To provide exercise development and delivery that requires CBIRF to operate an O6-level headquarters and enables the Commanding Officer to evaluate the force during simulated extended operations in and around a CBRNE environment. The Contractor shall be responsible for addressing the following in addition to capability outlines: 1. Commercial services: The Contractor shall provide documentation that will help the government determine if the services are commercial or noncommercial. Please fill out the attached assertion of commerciality if the service is deemed commercial. 2. Contractor Provided Facility. The Contractor shall be responsible for providing the facility that the training is conducted. The facility shall have the capability of supporting an Incident Response Force. Billeting, though not addressed in the PWS, shall be in either close proximity or located on the facility in order not to slow commutes to training sites. A messing site shall be designated on the facility to allow for schedule chow breaks without having to leave the facility. The facility shall allow for catered chow to be brought on and off the facility if the government deems this is the best option of procurement. Please refer to the PWS on further details regarding the contractor provided facility. SPECIAL REQUIREMENTS Please refer to the draft PWS for any special requirements SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 611699, with the corresponding size standard of $11,000,000. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Business; •4) Cage Code; •5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) Vendors who wish to respond to this sources sought should send responses via email NLT 8 May 2015, 4:00 PM Eastern Daylight Time (EDT) to nicholas.bailey@usmc.mil. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
