THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION DOCUMENT. THE SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. BIDS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. THE SOLICITATION FOR THIS ACQUISTION WILL BE (W912BV15R0046) The U.S. Army Corps of Engineers intends to issue a Solicitation for the following requirement: The Rotor Nondestructive Inspection (NDI) Fluorescent Penetrant Inspection (FPI) system, located in Building 3001, Post T95 utilizes an overhead power and free conveyor system, spray booths, rinse tunnels and various other support equipment in the daily performance of fluorescent penetrant inspections of jet engine hardware. This system is over 26 years old and reflects the expected wear associated with its age. Design and construction shall include all parts, components, and features necessary to allow the system to transport engine components for NDI processing. The NDI shop will be completely shut down and available to the Contractor for renovation. The project will include the following key aspects of work. Other items are required as support to the following: New Items provided will include: a. Complete new control system b. Dye Penetrant Booth c. Rinse Booth d. Touchup/Emulsifier Booth e. Developer Booth f. Final Rinse Booth g. Manual Rinse/Corrosion Booth h. Chemical Distribution Centers for the Penetrant, Emulsifier, and Developer. Renovated items will include: i. Oven Dryer Booth j. Cooling Booth k. Inspection Area l. Allied UniKing Overhead Power and Free Conveyor System The North American Industry Classification Standard (NAICS) is 236220 and the size standard is $36.5M to classify as a small business. This acquisition is being offered for competition as a SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) PROCUREMENT, with a cost magnitude of $5,000,000 and 10,000,000. All responsible sources may submit a bid which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one and must also be registered in System Award Management (SAM). Quotes will be evaluated on the basis of best value. The type of contract the Agency will award under the solicitation is a Firm-Fixed Price (FFP) contract, based on the Lowest Price Technically Acceptable (LPTA) to the government. The projected award date of the contract is on or about September 28, 2015.
