COURSE/WORKSHOP DEVELOPMENT AND INSTRUCTION SOURCES SOUGHT The Government is conducting market research and identifying, any potential sources, companies that may possess the expertise, capabilities, and experience to meet the requirements of the Air Force Institute of Technology's (AFIT's) School of Systems and Logistics(AFIT/LS). CAUTION: This Sources Sought is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation, the U.S. Government is conducting market research. The intended purpose is to identify potential sources that may possess the expertise, capabilities, and experience to meet AFIT's requirements. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. Further, AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this sources sought. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this sources sought will be solely at the responding party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor this FedBizOpps website for additional information pertaining to this sources sought. INSTRUCTIONS: 1. Below is a document containing a description of AFIT's requirement and a Contractor Capability Survey, which allows you to provide your company's capabilities. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. PROGRAM DESCRIPTION The overarching objective of this effort is to provide the Air Force acquisition workforce, in particular program teams, with training to help them work more effectively with their industry partners and negotiate better business deals in support of the Air Force mission. The Air Force Service Acquisition Executive (SAE) has recognized the need to improve the business acumen of its acquisition personnel in order to affect better business deals with its industry counterparts. The stated goal is to better prepare the acquisition workforce to work effectively with their industry counterparts while constructing and negotiating better business deals in support of the Air Force mission. The original workshop was piloted and has continued to evolve based on lessons learned and Air Force needs. These workshops support the Office of the Secretary of Defense (OSD), Acquisition, Technology and Logistics (AT&L), Better Buying Power initiative. This effort is expected to be a follow-on of those workshops. The contractor will be permitted to review existing courseware (presentation material) prior to beginning their own design of the new materials. REQUIREMENTS The AF requires a vendor to build and possibly teach a Workshop designed to improve the business acumen of students from the Air Force acquisition community. The Workshop should detail how for-profit companies in the commercial defense industry operate in contrast to the Government program offices with whom they deal. By providing key insights into the inner workings of their industry partners, the hope is that USAF executives will leave the Workshop with specific abilities to translate those insights into writing better contracts and maintaining more effective business arrangements for their Air Force acquisition programs. Workshop content should answer questions such as, but not be limited to the following: 1. What are the primary motivators to for-profit businesses? 2. How do shareholders affect operational business decisions? 3. What long and short and long term success measures do defense industry businesses use? 4. How does Executive compensation affect defense industry business decisions? 5. What are the most effective incentives with defense industry companies and why? 6. How does negotiation affect the outcome of the business arrangement between the contractor and the government? Workshop content should also retain an element of flexibility to allow instructors to modify content as needed to address any current issues/initiatives that are pertinent to this area. Business Acumen is a dynamic subject area as public laws change, new internal rules and regulations are written and even as social norms and moral values evolve over time. Hence the very nature of the Workshop should be responsive to current initiatives such that instructors can easily adjust material and discussion threads to capture the shifting environment around them. At the end of each Workshop offering, the vendor should administer a short questionnaire to extract from students in writing their opinions on the quality of the Workshop, how useful the material will be to them in their current assignments and any improvements they would suggest for future offerings. The typical student for this Course/Workshop will be senior military and civilian acquisition professionals. Their grades will likely range from O-2 to O-6 on the military side and GS-12 to GS-15 for the civilian attendees. The functional areas of expertise they represent will primarily include contracting management, program management, logistics, engineering, financial management and possibly others. They will normally have 10-20+ years of experience in the USAF and they will currently be assigned in leadership positions in the acquisition community. They will normally hold a Masters Degree and be certified Level II or III in the Acquisition Professional Development Program (APDP) as required by the Defense Acquisition Workforce Improvement Act (DAWIA). The annual requirement is to hold this workshop at least 6 times for approximately 30 students each offering. Workshop length can vary, but the initial expectation is that the workshop would include; material, exercises, guest speakers and Q&A sessions. Advance reading material should not exceed 2-3 hours and the typical locations for the classes to be taught might include: Wright-Patterson AFB, OH; Hanscom AFB, MA; Robins AFB, GA; Washington D.C.; Tinker AFB, OK; and Los Angeles AFB, CA. Precise teaching locations and calendars can be defined at a later date when vendor and student schedules are reconciled; however, the intent is to complete the first 6 offerings by the end of calendar year 2016. This contract is expected to be an IDIQ with a multi-year period of performance with pre-priced options to include follow-on months/years of performance. The scope/description of the contract (i.e. 6 offerings per year) should not vary significantly year after year, but as described earlier, the exact course content/syllabus may vary slightly to cover current events/issues, to incorporate suggested improvements from past students and to tailor offerings to program teams/students at the various offering sites. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of performing at least 50% of the entire scope of the 88 MDG's effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. The clause reads, in part, as follows: "Limitations on Subcontracting (Nov 2011)... (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (1) Services (except construction). Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. ATTENTION all potential respondents: The acquisition strategy for this program has not been finalized. If this acquisition is not set aside for small business, it is anticipated that the contract may contain a small business utilization requirement. Please provide feedback on the requirement and what areas are likely candidates for SB subcontracting. Part II. Capability Survey Questions 1. Describe briefly the capabilities of you or your organization and the nature of the services you provide. Include a description of your background and/or your staff composition to include advanced academic degrees. Please also include professional experience of your staff. The focus of this capability is to determine if your organization has a deep understanding of the operation of the defense industry. The ideal candidate/organization can provide one or more individuals with a combination of the following: a. extensive, executive level defense industry experience; ideally extensive finance experience b. graduate degree(s) in business from AACSB accredited schools c. experience teaching mid-career professionals. 2. Describe your company's past experience on previous projects similar in complexity to this requirement. This is should be focused on previous experience both designing coursework and providing instruction. In this case, coursework includes presentation material, reading material, exercises, handouts or any other materials for use by instructors or students. 3. In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. The Air Force will handle proprietary items in accordance with FAR 2.101 and 3.104. Responses to questions from interested parties will be promptly answered and posted on this FedBizOps website, unless some release of proprietary information is involved or the answer addresses a question peculiar to a company or that company's response. Information feedback sessions may be offered to respondents after the sources sought assessments are completed. An Industry Day (date to be determined) with one-on-one information sessions with respondents may be offered to clarify the Government's understanding of their submittal, the capability ramifications, or to discuss their business approach.
