- It is the intent of the Missile Defense Agency (MDA) to extend the period of performance of its sole source AN/TPY-2 Radar production contract through September 30, 2021 with Raytheon Integrated Defense Systems (Raytheon), 225 Presidential Way, Woburn, MA, 01801-1060 and to manufacture the following AN/TPY-2 Radar hardware with associated initial spares in accordance with current requirements (hardware requirements, quantities, and fiscal year of procurement are subject to change due to changes in budget authorizations and mission requirements): FY16-17 production: - (FY16) Manufacture one AEU structure and integrate with previously procured long-lead T/RIMMs into a functioning AEU (delivery is required within 27 months after order) - (FY16) Manufacture ten additional redesigned AEU T1 transformers (delivery is required within 36 months after order) - (FY16) Procure one spare radome (delivery is required within 12 months after order) - (FY16) Port the Beam Steering Generator to the new SVME-194 Single Board Computer (SBC) (completion is required within 18 months after order) (FY16) Manufacture four additional Electronic Equipment Unit (EEU) modification kits (delivery is required within 21 months after order) - (FY16-17) Manufacture one AN/TPY-2 Radar Training Device (RTD) in FY16 with an option to procure one additional AN/TPY-2 RTD in FY17. The AN/TPY-2 RTDs will be capable of emulating mechanical emplacement/setup, march order, road march, air load, selected preventative and field maintenance tasks, and power up and power down procedures. Delivery of the first AN/TPY-2 RTD is required not later than 4QFY17. Delivery of the second option AN/TPY-2 RTD is required not later than 4QFY18. Additional AN/TPY-2 RTD related options for spares and, superdome obsolescence mitigation. FY 17-20 production: - Manufacture a total of four additional redesigned AEU T1 transformers, one per year (delivery is required within 14 months after each order) - Manufacture a total of four additional EEU modification kits, one per year (delivery is required within 12 months after each order) FY20 production: - Manufacture four Prime Power Units (PPUs). Delivery is required within 36 months after order. Other production during FY15-21: - Other AN/TPY-2 Radar production requirements on this contract could arise through September 30, 2021, although none are planned at this time. These could include additional AN/TPY-2 Radars (required within 24 to 30 months after order), additional radar components and hardware items, additional initial spares, and production related services such as transition to production of new or redesigned hardware and supply chain mission assurance assessments. The proposed contract modification will be executed on a sole source basis to Raytheon pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract modification is for highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the Agency's requirements. To date, Raytheon has developed, manufactured, integrated, and tested ten AN/TPY-2 radars (with two more domestic radars and two foreign military sales radars currently in production) as: primary subcontractor for radar production on the THAAD Development Contract (DASG60-00-C-0072); prime sole-source contractor on the BMDS Radar Contract (HQ0006-03-C-0047); prime sole-source contractor on the AN/TPY-2 Radar Production Contract (HQ0147-12-C-0006); and prime sole-source contractor on the United Arab Emirates Foreign Military Sales AN/TPY-2 Radar Contract (HQ0147-12-C-0005). Raytheon designed and manufactured the Radar March Order Emplacement Trainer (RMOET) for THAAD crew member training, which is the first generation radar training device. The RMOET is an interim training device currently utilized by the US Army and serves as the basis of design for the Radar Training Device. Raytheon possesses the required facilities security clearance and Raytheon and its supply chain have production lines and processes which meet MDA quality, safety, and mission assurance requirements. No other company has manufactured the AN/TPY-2 radar or integrated the radar for operations in either the forward-based or THAAD weapon system configurations. Award to any source other than Raytheon would result in unacceptable delays in fulfilling the MDA's delivery requirements.
