Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (Unrestricted) ARCHITECT-ENGINEERING SERVICES for HAZARDOUS TOXIC AND RADIOLOGIC WASTE (HTRW) PROJECTS, VARIOUS LOCATIONS IN THE CORPS' NORTH ATLANTIC DIVISION (ME, NH, VT, MA, CT, RI, NY, PA, NJ, DE, MD, VA, WV, AND THE DISTRICT OF COLUMBIA [PRIMARILY IN ME, MA, CT, RI, NH,VT, NY and NJ] See Additional Information included. 1. CONTRACT INFORMATION: Two (2) contracts are being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Work will primarily be performed within the boundaries of the New England and New York Districts, but work may also be required at other locations within the boundaries of the North Atlantic Division and assigned mission areas. Two (2) Indefinite Delivery/Indefinite Quantity Contracts (ID/IQs) for other than Small Business will be negotiated and awarded with a five-year ordering period. Work will be issued using performance based strategies where possible under each task order. Separate task orders will be required to execute the work. Task orders will be negotiated on a firm-fixed price or firm-fixed price with incentive fee basis. The amount of each contract will not exceed $10,000,000. This announcement is open to all firms, regardless of size or classification. The minimum guarantee amount over the life of each contract is $50,000. 2. PROJECT INFORMATION: The work includes, but is not limited to study, investigation, design and construction phase engineering services for HTRW sites/projects located anywhere within the boundaries of the North Atlantic Division, and other mission areas as assigned. The sites may be: a. Currently owned or controlled by the Federal Government, either military or civilian agencies. b. Formerly Used Defense Sites (FUDS). c. Formerly Utilized Sites Remedial Action Program (FUSRAP) sites, or d. Other sites where the USACE is authorized to perform HTRW or Military Munitions and Response Program (MMRP) studies, investigations, designs, or incidental environmental remediation services in support of remedial actions and long-term operation and maintenance (O&M). Offerors shall have the capability to provide all design deliverables in Microstation version 8 format or later. The Government will only accept this format. The Government will not convert or reformat submissions themselves. Advanced software application files used for civil design and drawings shall be delivered in formats compatible with INROADS (Bentley Civil Engineering). All delivered CADD files shall be in compliance with A/E/C CADD Standard Release 5.0. Offerors shall have demonstrated knowledge of preparing specifications for construction contracts using a personal computer based software package. All specifications for Corps of Engineer (COE) contracts will be prepared using Unified Federal Guide Specifications and SPECSINTACT. 3. SELECTION CRITERIA: Selection criteria are listed below in descending order of importance. Criteria (a) through (d) are primary factors, criteria (e) (f) and (g) are secondary factors and will only be used as, 'tie-breakers', among firms that are essentially and technically equal. Bullets listed under each of these criteria are listed in no particular order of importance. a. Specialized Experience and Technical Competence (FAR 36.602-1(a)(2)). Firms must demonstrate Specialized Experience and Technical Competence in implementing and executing all phases of HTRW projects following the RCRA/CERCLA cleanup process. This includes familiarity with and experience in DoD environmental cleanup with local, state, and Federal regulatory requirements to include negotiations with regulatory agencies (authorities). The firm's qualifications and experience/expertise necessary includes, but is not limited to the following: Design and implementation of remediation strategies/options to include identification, pilot testing and application of innovative and/or alternative treatment technologies. Geological, geotechnical, geothermal and geophysical investigations. Groundwater investigation and modeling (to include contaminant fate and transport assessment). Soil and sediment investigation. Vapor intrusion investigation and mitigation techniques. Environmental chemistry data collection, management and interpretation (Offerors are required to provide analytical chemistry testing capability that is accredited by the Department of Defense (DoD) Environmental Lab Accreditation Program (ELAP)). Preparation of human health and ecological risk assessments, and providing toxicology, health physics and industrial hygiene expertise. Familiarity with and experience in DoD environmental investigation and cleanup with local, state, and Federal regulatory requirements to include interaction with regulatory agencies (authorities). Optimization, operation and maintenance of HTRW remediation systems. Engineering services during construction of HTRW remediation projects. Community outreach and risk communication to include support to Restoration Advisory Boards. Preparation of work and construction cost estimates with Micro Computer Aided Cost Estimating System (MCACES) or Remedial Action Cost Estimation Reporting system (RACER) and Life Cycle Cost Analysis methodology. Demonstrated experience in the development of construction contingencies based upon the knowledge of Risk Analysis and level of design detail. b. Professional Qualifications (FAR 36.602-1(a)(1)). Identification, qualifications (professional registration/licensure/certification and education) and experience of engineering and scientific personnel to accomplish HTRW investigations, feasibility studies, designs, remediation oversight and/or optimization assignments. (1) The firm must have on staff (or provide through a consultant[s]) personnel with Professional Engineering and Geology licensure in the six New England District states (ME, NH, VT, MA, CT, and RI) and NY/NJ, as applicable. The firm must also include a statement that they have the ability to obtain certification as a Licensed Site Professional (LSP) in Massachusetts, Licensed Environmental Professional (LEP) in Connecticut, Licensed Site Remediation Professional (LSRP) in New Jersey, as well as Professional Engineer and Geologist Licensure in the remaining NAD mission areas (PA, DE, MD, VA, WV, and the District of Columbia) in a timely manner if required. (2) Resumes demonstrating experience and associated qualifications are required for the following key personnel. The evaluation will consider education, training, registration, certifications, and relevant experience and longevity with the firm. Program Manager; Project Manager (three (3) resumes required) Civil/Environmental Engineer; Geologist (two (2) resumes required); Hydrogeologist; Chemist; Human Health Risk Assessor (two (2) resumes required); Ecological Risk Assessor; and Health and Safety Officer. Descriptions of experience of personnel in the following areas are also required (full resume not required): Innovative Technology Specialist; Geophysicist (HTRW integrated geophysics experience); Geophysicist (Munitions and Explosives of Concern classification experience); Groundwater Modeler; Data Base Manager; GIS Manager; Cost Estimator; Regulatory Specialist; and Ordnance and Explosive Safety Specialist (OESS) c. Past Performance (FAR 36.602-1(a) (4)). The firm must possess a good record of past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined by Past Performance Information Retrieval System (PPIRS) and/or other sources. d. Capacity (FAR 36.602-1(a) (3)). The firm must describe its plan for successfully executing multiple task orders concurrently while maintaining quality and schedule. A firm shall be evaluated on the available capacity of key disciplines from the prime firm and its teaming consultants. e. Small Business (SB) and Small Disadvantage Business (SDB) Participation (DFARS 236.602-1(a)(6)(C). Higher consideration will be given to the firm that identifies their small business team members and their commitment to utilize small businesses (SD), small disadvantaged business (SDB), and to historically black college or university and minority institutions. f. Geographic Proximity (FAR 36.602-1(a) (5)). Location of the firm in the general geographical area of the six New England states, NY and NJ. Qualification statements must clearly indicate the location of the offices that will perform the work at defined locations. g. Volume of DoD Contract Awards (DFARS 236.602-1(a)(6)(A)). Firms shall indicate the volume of DoD A-E contracts awarded to the prime in the last 12 months. This information will be verified and updated during the interviews with the most highly qualified firms. The equitable distribution of DoD A-E contracts among firms, including SB and SDB will be considered. 4. SUBMISSION REQUIREMENTS: Interested firms with the ability to perform this work must submit Parts I and II of the SF 330 for the prime firm (or joint venture). Part II of the SF 330 must also be submitted for each consultant. Please note that a separate Part II is required for each branch office of the prime firm and any subcontractors that will have a key role in the proposed contract. Submissions must be made to: U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Raushanah Muhammad, not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business the next business day. Include the firm's DUNS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the DUNS number for each consultant. Please submit three hard copies of all submissions as well as, an electronic copy (pdf) on CD (no thumb drives). The SF 330, Part I, shall have a page limit of 50 pages. A page is one side of a sheet. Font size shall not be less than 10 font and margins shall not be less than one inch. The New England District does not retain SF 330 on file. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Award Management (SAM) to be considered for award of a Federal contract. Information regarding registration can be obtained online at www.sam.gov/portal/public/SAM/ or by telephone at 1-866-606-8220. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different SAM records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts.
