- The U.S. Army Intelligence and Security Command (INSCOM) Acquisition Center, Fort Belvoir, VA 22060 intends to award a contract on a sole source basis to CACI-SYSTEMWARE INC. (CAGE Code 5WBQ1) to provide maintenance for a Detection Analysis Receiving Technology (DART) systems with CACI-SYSTEMWARE developed hardware and software modules, which are only available to the U.S. Government, in order to meet the increasing performance standards set by the military services and the Department of Defense. The system includes a DART RF Acquisition and Analysis Platform, a Whip Antenna with Base, OMNI Directional Wideband Antenna Kit, and a Resource Manager. CACI-SYSTEMWARE has proprietary rights to software code for the CACI-SYSTEMWARE products associated with this requirement and is the only known source that can provide this maintenance support. No other vendor or distributor can legally obtain access to the software, and no other vendor can make duplicate copies since it is protected by copyright and patent laws. All components must be compatible and interoperable with other DoD systems, which are currently utilizing the DART systems provided by CACI-SYSTEMWARE. The North American Industry Classification System (NAICS) code for this acquisition is 541519 with the size standard being $27.5 million. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona-fide capability to meet this requirement. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response, indicating that a comparable source is available, is received within 5 calendar days of publication of this notice, the government shall proceed with a sole source award to CACI-SYSTEMWARE Inc.
