Description
This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition for a single award Indefinite Quantity/Indefinite Delivery contract. The Indefinite Delivery, Indefinite Quantity (ID/IQ) contract resulting from this Request for Proposal (RFP) is intended to give the FHWA the flexibility to address a number of issue areas without specifically identifying each required task for the life of the contract. The contract holder will be expected to provide a series of services needed in five task areas to include: Pavement Performance Data Collection, Long Term Pavement Performance Information Management System Development and Database Hardware/Software Operations, Long Term Pavement Performance InfoPave Program Support and Improvements, Overall Support and Coordination of the Long Term Pavement Performance Program, and Special Activities. The objective of the contract is to promote increased pavement life through: • Collecting and storing performance data from a large number of in-service highways in the United States and Canada, over an extended period, to support analysis and product development. • Analyzing data to describe how pavement perform and explain why they perform as they do. • Translating these insights into knowledge and usable engineering products related to pavement design, construction, rehabilitation, maintenance, preservation, and management. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a single ID/IQ contract under which firm-fixed price, labor hour, or time-and-material Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 54311 with a Business Size Standard of $15 Million. This notice of intent is not a request for competitive proposals. A Request for Proposals is anticipated to be published in May 2015.
