- 15SNB41_spec note N00164-15-S-NB41 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - WIDE FIELD OF VIEW NIGHT VISION GOGGLE VISUAL AUGMENTATION SYSTEMS - FSG 58 - NAICS 334511 Issued Date: 21 APR 2015 - Closing Date: 15 MAY 2015 MARKET SURVEY: Naval Surface Warfare Center, Crane Division (NSWC-CD) located at the Naval Support Activity, Crane, Indiana is issuing this Request for Information (RFI)/Sources Sought announcement as part of market research under Part 10 of the Federal Acquisition Regulation (FAR) for an anticipated future procurement to procure wide field of view night vision goggle visual augmentation systems. NSWC-CD is seeking information regarding potential sources for supplying approximately 1000 each wide field of view night vision binocular goggles and/or a kit to upgrade existing AN/PVS-15 night vision binocular goggle systems suited for airborne, sea, undersea, and land-based military applications. Information provided should be relative to night vision goggles, upgrade kits, and helmet mounted low light level image intensification visual augmentation systems possessing a primary capability of a circular field of view equal to or greater than 80 degrees as the threshold. Additionally, proposed devices and or kits should meet or exceed the following list of specifications: • Binocular • Weight: less than or equal to 690 grams (threshold) less than or equal to 540 grams (objective) • Resolution: on axis resolution greater than or equal to 1 cycles/mrad (threshold) greater than 1.3 cycles/mrad (objective) • Optical Distortion: Average full field of view resolution less than or equal to 4% (threshold) less than or equal to 3% (objective) • Objective Assembly Transmission: greater than or equal to 90% (threshold) greater than 93% (objective) • Objective F/#: less than or equal to 1.5 (threshold) less than 1.35 (objective) • Eyepiece Eye Relief Distance: greater than or equal to 15 mm (threshold) greater than or equal to 25 mm (objective) • Eye-piece output spectrum: green light centered at 543nm +/- 20 nm (threshold) broadband apparent white light with spectrum approximately spanning 400 nm to 700 nm All interested parties are encouraged to submit company and product literature, a white paper no longer than 10 pages, and/or other pertinent information, such as a description with performance parameters, system/sensor modeling & simulation input deck data, and a statement of current availability, summary of prior testing, test reports, a Rough Order of Magnitude (ROM) costs for budgetary estimate of test articles, production units, and production quantity breaks for the Government(s) consideration by 2:00 PM EDT on 15 MAY 2015.
