The Department of Veterans Affairs (VA) is conducting Market Research to obtain information regarding potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of performing Waste Collection and Removal Services within the geographical area covering Veterans Integrated System Networks (VISN) 16. This is a Request for Information (RFI) SOURCES SOUGHT ANNOUNCEMENT ONLY; This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this Sources Sought Announcement must be in writing. The NAICS codes being considered for the subject Waste Collection and Removal Services: a)562111 - Solid Waste Collection b)562112 - Hazardous Waste Collection c)562119 - Other Waste Collection d)562211 - Hazardous Waste Treatment and Disposal e)562219 - Other Nonhazardous Waste Treatment and Disposal Description: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), South Central VA Health Care Network, Network Contracting Office (NCO) 16 requires Contractor(s) to provide all resources, labor, personnel, equipment, tools, materials, vehicles, transportation, and supervision necessary and required to provide and perform Waste Collection and Removal Services for facilities throughout VISN 16. Contractor shall establish vehicle routes and collection schedules that meet the requirements of each individual facility. In some cases Contractor will be required to furnish/supply (lease/rent) various size cubic yard capacity refuse and recyclable containers to specific facilities along with performing the Waste Collection and Removal Services. The VA may require the Contractor to make unscheduled collection, disposals, and relocation of containers for special events or other occasions. Contractor shall maintain all Contractor provided containers ensuring that they are free of unpleasant odors, dirt, debris, and pests. All containers must remain in good, workable condition throughout the life of the contract. Containers must remain easily accessible to customers. Contractor shall perform all cleaning, painting, repair and other maintenance tasks as needed on the containers; the cleaning, painting, repair and other maintenance tasks cannot be performed at the VA facility. Vehicles used for hauling and collecting waste shall be washed as required to ensure that they are free of odor, dirt, debris, and pests. Contractor shall provide monthly reports detailing the total tonnages of refuse collected. Contractor shall develop and maintain a Quality Control Program to ensure that refuse and recycling services are performed in accordance with commonly accepted commercial practices.
