- General Information Document Type: Request for Information/Market Research Sources Sought: All Businesses Under NAICS Code 334220 Closing date for RFI: 25 May 2015 Description The Tactical Communication Systems (TCS) Program Office is looking for an alternative to the current QuietPro Headset for the AN/PRC-153 (Motorola XTS-2500). Marine Corps Systems Command is interested in two variants of a headset: 1. Connects to AN/PRC-153 (single channel) 2. Connects simultaneously to the AN/PRC-153 and the following: AN/PRC-148, AN/PRC-152, AN/PRC-117F, AN/PRC-117G, or AN/PRC-150. (dual channel) There is a requirement for a more reliable, durable, and tactically quiet headset which will allow small unit leaders to effectively communicate with their Marines regardless of competing battlefield noise; the headset will be used in high noise combat areas. The headset must be compatible with existing individual combat equipment. The headset must not interfere with existing hearing protection. The headset must meet MIL-STD-810G. Performance Parameter Threshold Objective Rationale Compatibility IISR Headsets shall be compatible with in-service ear defenders, helmets, body armor, and/or weapons while allowing the user to selectively hear ambient noise. T=O IISR Headset must not interfere with body armor or the safe operation of a weapon. Connectors Single and Dual headsets must connect to the Motorola XTS-2500 side connector. Additionally, the dual channel headset shall utilize the standard six pin audio/fill connector for other tactical radio (AN/PRC-148, AN/PRC-152, AN/PRC-117F, AN/PRC-117G, AN/PRC-150) T=O By utilizing the standard connector, operators are able to connect directly to existing radios. Interoperability The IISR Headsets shall be capable of connecting with legacy tactical radios through a dual switch adapter. T=O A dual switch adapter provides interoperability without requiring a common frequency. Dual switch adapters shall have a built-in alarm to notify operators of a call from the higher network to draw attention to activity on the user's primary radio. T=O In order to avoid missing vital calls from senior leadership, dual switch adapters must be able to alert the user, with audio tone, of an incoming call. Operating Environment The IISR Headsets shall be able to operate in urban, desert, subterranean, or jungle environments and conform to applicable MIL STD 810 specifications. T=O IISR Headset must be able to operate where Marines operate. Operating Environment (cont.) The IISR Headsets shall be compatible with the Mission Oriented Protective Posture (MOPP) suit and equipment up to and including level IV and cold weather clothing and equipment. T=O The IISR Headset must be able to operate where Marines operate, regardless of the battlefield conditions. For example, buttons, connectors, switches and knobs should accommodate gloves with inserts during cold weather operations or a MOPP suit's bulky gloves. Power The IISR Headsets shall utilize standard military issue batteries or their commercial equivalents. The Headset shall draw any necessary power from the radio If required, use of a common battery increases the availability of the radio headset by providing a more accessible power source. Push to Talk The headsets shall have a wired finger switch extension for keying the radios. T=O By utilizing a push-to-talk extension switch, Marines are able to operate radios, while still engaging an enemy with their weapon. The Marine Corps Systems Command is currently seeking information, from all available vendors, regarding the production representative items described above. This RFI is being issued to collect information from industry regarding their capability to provide both headset variants. THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR QUOTATIONS. NO STATEMENT OF WORK, SPECIFICATION OR REQUIREMENTS PACKAGE IS CURRENTLY AVAILABLE FOR RELEASE. This RFI is a market research tool being used to determine the availability and adequacy of potential commercial sources prior to determining the method of acquisition and issuance of a Request for Quotations. The Government is not obligated to reimburse, and will not pay, for any information received from potential sources as a result of this RFI. This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Interested parties are requested to provide an information package consisting of: (1) Company Profile, including: points-of-contact, product and service offerings, number of employees, North American Industry Classification System (NAICS) Code, Contractor and Government Entity (CAGE) Code, Business Size and type of small business, if applicable. •( (2) Provide a list of contracts your company has with any Government Agency (i.e. Army, Air Force, Marine Corps, Department of Defense, Coast Guard, GSA, etc.). Include the contract number and a Point of Contact for the contract at the Government Agency.
