Description
DRAFT RFP FOR DMA CLOSED CAPTIONING SERVICE This acquisition is for a Labor Hour commercial contract to obtain remote service for closed captioning in support of Defense Media Activity and its affiliate stations worldwide located at Sembach, Germany; Riverside, CA; Tokyo, Japan; and Yongsan, Korea. The Defense Media Activity (DMA), established on October 1, 2008, is a consolidation of all media activities of the Army, Navy, Air Force, Marine, and American Forces Information Service (AFIS). The mission of the DMA is to provide a wide variety of information products to the entire DoD family (Active, Guard, and Reserve Military Service members, dependents, retirees, DOD civilians, and contract employees) and external audiences through all available media, including: motion and still imagery; print; radio; television; Web and related emerging Internet, mobile, and other communication technologies. The Defense Media Activity has the responsibility to ensure compliance with Section 508 of the Rehabilitation Act of 1973, as amended, by providing disabled employees and members of the public access to information that is comparable to the access available to others. Adoption of FCC rules for TV closed captioning require accurate, synchronous, complete, and properly placed captions for pre-recorded, live, and near-live broadcasts. To meet this requirement, DMA requires service for closed captioning of live, streaming on-air media and off-line captioning files for pre-recorded audio-visual material. The contractor shall provide personnel, equipment, and software necessary to perform remote closed captioning services of live, streaming on-air media and off-line captioning files for pre-recorded audio-visual material. This procurement is a total small business set-aside. The applicable NAICS is 561492 with a size standard of $15 million. The Government intends to award a Firm Fixed-Price commercial contract with a base year period of 12 months, with four 1-year option periods. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The Government will not provide paper copies of the solicitation package. Fax, telephone, written or email requests for the solicitation package will not be honored. All questions concerning the attached DRAFT RFP may be submitted by sending an email to the contracting point of contact not later than 6 MAY 2015. Questions received after 6 MAY 2015 may not receive a response. While email is a convenient method of communication, it is not 100% reliable. It is incumbent upon the sender to ensure that the message is delivered/read. DMA Contracting cannot be held responsible for email delivery issues. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government. All prospective offerors must be registered in the Systems for Award Management (www.sam.gov) in order to be eligible for contract award.
