- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), in support of PM SPE, would like to announce the Soldier Protection System Torso Extremity Protection (SPS-TEP) pre-solicitation meeting. Date: 5-6 May 2015 Location: Ft. Belvoir Officers Club 5500 Schulz Cir #20 Fort Belvoir, VA 22060 Time: 8:00 a.m. - 4:00 p.m. The purpose of this meeting is to communicate the updates to the proposal and technical requirements of the SPS-TEP program should the Government Design be selected as the highest rated system out of the developmental program. The Government's intent is to brief Industry on the technical, quality assurance, and proposal requirements with the remainder of the day being made available for individual vendors to schedule one-on-one 15-minute sessions to discuss vendor specific questions with the SPE-TEP Contracting Officer and the Assistant Product Manager (APM). Each vendor is limited to one (1) 15-minute session scheduled on a first come first serve basis. Simultaneous Technical Sessions (45 minutes each), open to all, will also be available to discuss the technical and quality aspects of the individual products with the SPS-TEP engineering and quality representatives specifically the Ballistic Combat Shirt (BCS), Blast Pelvic Protector (BPP), Load Distribution System (LDS) and Modular Scalable Vest (MSV). The Light Air Warrior System (LAWS) will also be discussed during this meeting due to the close alignment with the SPS-TEP program. Draft Product Descriptions are included as attachments to this notice. For copies of SPS TEP MSV, LDS, BCS, and/or BPP pattern/drawings interested parties must submit a written request via electronic mail to lisa.j.yamakawa.civ@mail.mil. The Government's intent is for Industry to have the ability to review the aforementioned documents prior to the Pre-Solicitation Meeting. The Technical Sessions will then offer Industry the opportunity to review prototype samples for the BPP, LDS, MSV, and BCS, as well as ask questions to the Government about their TDP. This meeting is optional and attendance is not mandatory for proposal submission.
