- Statement of Work Justification For Other Than Full and Open Competition (i) SPECIAL NOTICE OF INTENT: In accordance with FAR subpart 6.302-1, citation 41 U.S.C. 253(c)(1) for "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) 330 Independence Avenue, S, Cohen Building Room 4060-0024, Washington, DC, located in Washington, D.C. intends to award a non-competitive Contract to Crystal Computer Corporation, 4550 River Green Parkway, Suite 220 Duluth GA 30096. (ii) This is issued as a notice of intent to sole source with Crystal Computer Corp. The purchase order will be issued under the authority of FAR Part 12.102(a)(b), and Part 13.501(1) (i) (2) (i) (iii) The incorporated provision and clauses are those in effect through Federal Acquisition Circular Current FAC 2005-81, Effective 10 Apr 2015 (IV) The associated NACIAS code is (V) This award is for service of the following commercial item: Crystal Monitoring and Control System Service Agreement for 12 month period (Platinum Plan) (VI) This will be a sole source procurement by the Broadcasting Board of Governors office of Technology, Services and Innovation (TSI) in accordance with FAR subpart 6.302-1, citation 41 U.S.C. 253(c)(1) for "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," to purchase a multi-year, Tier I Platinum Level system support and maintenance for Crystal Monitoring and Control (M&C) systems installed in the BBG's Network Control Center (Cohen Building), and the following BBG Transmitting Stations: Germany (Lampertheim), Philippines (Tinang), Kuwait, Thailand (Udorn and Bangkok), São Tomé, Kabul, Botswana and Sri Lanka. M&C system (hardware and software) maintenance and support shall include: 1) 24x7 telephone and remote access support, 2) free limited system expansion capability to include credit for device drivers already installed, 3) remote diagnostic and repair support, 4) free extended hours emergency remote support, 5) regular release patches and bug fixes, 6) 116 Engineering Design Assistance (EDA) hours for the base year and 133 EDA hours for Option Years 1-3, 7) a scheduled site visit, including travel expenses (up to 16 EDA hours), 8) Device additions, 9) discount on future software purchases, 10) ETPH system monitoring, 11) satellite and transponder file updates, 12) quarterly Configuration Manager updates, 13) system backups and archiving at Crystal every 6 weeks, 14) hardware replacement options, and 15) online operator training. BBG/IBB, Office of Contracts (CON) plans to make an award to Crystal Computer Corporation on a sole-source basis for. The bulk purchase of data units, sufficient to allow IBB to acquire spot ratings data to inform decision on placement and measure the reach of specific TV programs in each market on an ad hoc basis will be procured within the next 15-days. (VII) The anticipated period of performance is June 1, 2015 with four (4) 12 month 1 year option periods (June 1, 2015 through May 30, 2016). This Notice of Intent is not a request for quotes. Interested firms must submit a written response that demonstrates their ability to provide data units sufficient to all of the countries listed above at the same time on the same frequency. Interested firms must state how they would facilitate the above and include appropriate documentation describing the number of years they have been providing such services, and their demonstrative experience in the broadcast communication field, including a brief company history. In addition, all vendors must be registered in the System for Award Management (SAM). The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.
